MINUTES OF MEETING OF JANUARY 23, 2023
A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on
Monday, February 27, 2023 at Eagan City Hall. Commission Members present included Member Rotty,
Member Heimisdottir, Member Rayman, Member Costain, Member Klein, Member Hamlin, Member
Palmer and Member Demartelaere. Members absent Member McWilliams. Staff members present was
Director of Parks and Recreation Andrew Pimental, Government Buildings Manager Mike Sipper and
Assistant Director Jared Flewellen.
APPROVALOFAGENIA
Member Klein asked if there were any changes to the agenda. Director Pimental stated there was
none. Member Palmer moved, Member Hamlin seconded, with all present members voting in favor to
adopt the agenda. Aye: 7 Nay: 0
APPROVAL OF MEETING MINUTES
Member Demartelaere moved to approve the minutes from January 23, 2023 meeting, Member
Costain seconded, with all present members voting in favor to adopt the minutes presented. Aye: 7
Nay: 0

PRESENTATION
Mike Sipper, Government Buildings Manager presented information and highlights from the City of
Eagan Parks and Recreation Department — Government Buildings Division. The Government Buildings

Division oversees maintenance and custodial at the Eagan Community Center, City Hall, Police Station,
all Fire Stations, Central Maintenance and Utilities.
OLD BUSINESS,
Slater Acres Park
Assistant Parks and Recreation Director, Jared Flewellen presented on Slater Acres Park which was
approved for a playground replacement in 2023. The original playground was installed in 2002 and
been deemed due for replacement based on maintenance and play value. City Staff executed an
Request for Proposal and Assistant Director Flewellen presented the staff recommended playground to
the Commission with minor changes made to the proposed layout based on staff and public comment.
Member Costain moved to recommend to approve the staff purposed playground at Slater Acres Park,
Member Palmer seconded, with all present members voting in favor. Aye: 7 Nay: 0
Recreation Facilities Update
Parks and Recreation Director presented the current status of the Recreational Facilities Plan. The City
of Eagan initiated a comprehensive Recreation Facilities Study in 2019 that focused on a potential
indoor athletic space, as well as, our current four City owned recreation facilities; Cascade Bay, Eagan
Art House, Eagan Civic Arena (ECA), and Eagan Community Center (ECC). Following that study, and
after the COVID 19 Pandemic settled down, staff has communicated with City Council on next steps for
executing items identified in the plan. The City will begin a phased plan to update phase I sites (ECC,
Art House and Goat Hill Park) beginning in 2023.

NEW BUSINESS
ROUNDTABLE
Member Demartelaere — Liked the insert in the newsletter promoting programming.
Member Klein —Appreciated the cleanliness of the Eagan Community Center and the amount of the
events at the Eagan Civic Arena.
Member Costain — Spent some time at the Eagan Civic Arena and Eagan Community Center for hockey
events and fitness but appreciated the coordination.

Member Rotty — Enjoyed his daughters birthday at the Blast
DEPARTMENT UPDATES
Director Pimental presented highlights from recent activities in the Eagan Parks and Recreation
Department.
ADJOURNMENT
After further brief discussion, Member Hamlin moved, Member Demartelaere seconded with all
members present voting in favor to adjourn the meeting. The meeting was adjourned at 7:43 p.m.
