02/26/2024 - Advisory Parks & Recreation CommissionEAGAN ESiADLI541ED ISGO MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS AND RECREATION COMMISSION Monday, February 26, 2024 MINUTES OF MEETING OF FEBRUARY 26, 2024 A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday, February 26, 2024 at Eagan City Hall. Commission Members present included Member Rotty, Member McWilliams, Member Klein, Member Hamlin, Member Demartelaere and Member Hassen. Member Palmer and Member Costain were absent. Staff members present Parks and Recreation Director Andrew Pimental, Parks Superintendent Chris Fleck and Assistant Director of Parks and Recreation Jared Flewellen. APPROVALOFAGENDA Member Klein asked if there were any changes to the agenda. Assistant Director Flewellen stated there were none. Member Rotty moved, Member Demartelaere seconded, with all present members voting in favor to adopt the agenda. Aye: 6 Nay: 0 ._ _.x > ,_1 _ - - 1._1 APPROVAL OF MEETING MINUTE Member Hamlin moved to approve the minutes from January 22, 2024 workshop, Member McWilliams seconded, with all present members voting in favor to adopt the amended minutes. Aye: 6 Nay: 0 VISITORS TO BE HEARD Waterford Apartments Manager, Jennifer Larson spoke about O'Leary Playground Replacement Project. Larson advocated for the change in location to the north side of the park. PRESENTATION Parks Division Advisory Parks and Recreation Commission February 26, 2024 Page 2 Chris Fleck, Parks Superintendent presented information from the City of Eagan Parks and Recreation Department— Parks Division. Fleck shared highlights from park maintenance, forestry, landscaping, park building maintenance, turf, playgrounds, irrigation and many other items related to the upkeeping of park spaces. OLD BUSINESS Recreation Facilities and Projects Update Parks Superintendent Chris Fleck presented the current status of the Recreational Facilities Plan in progress, as well as, the communication plan associated with them. The update included a recap of the last couple months recent activities regarding the projects as well as a forecasted timeline moving forward. The projects discussed were a covering/roof for the refrigerated rink at Goat Hill Park, the Eagan Art House reconstruction project, and the reinvestment project at ECC. NEW BUSINESS Public Art 2024 Annually the Parks and Recreation Department installs a variety of public art throughout the system. An APRC subcommittee was formed and assisted in the interview and selection of pieces to be installed. In 2024, art pieces will be installed at Civic Center Park, Wescott Library, Cascade Bay. City Hall Patio and the Civic Arena. Playground Installation Assistant Director Flewellen presented information regarding playground replacements as part of the Capital Improvement Plan. For 2024, O'Leary Park was approved for a playground replacement. The original playground was installed in 2003 and been deemed due for replacement based on maintenance and play value. City Staff executed a Request for Proposal and received multiple submittals that were reviewed by key personnel and, two of which, are currently on the City website for public comments. Staff has also assessed current playground location and due to parking and ADA access to playground, staff is recommending moving playground to northern side of park where current park amenities exist. Member Rotty moved, Member McWilliams seconded, with all present members voting to approve staff recommendation to move the playground to the north side of the park. Registered for programs and was complimentary of online registration process. Member Rotty —Also attended Woodhaven Park with family and enjoyed the experience. Member Demartelaere — Enjoys pickleball lessons at the Eagan Community Center. DEPARTMENT UPDATES Assistant Director Flewellen presented highlights from recent and upcoming activities in the Eagan Parks and Recreation Department, ADJOURNMENT After further brief discussion, Member Demartelaere moved, Member Hamlin seconded with all members present voting in favor to adjourn the meeting.
