Commission Members present included Member Rotty, Member McWilliams, Member Klein, Member Hamlin, Member Demartelaere, Member Costain, Member Palmer and Member Hassen. Staff members present Parks and Recreation Director Andrew Pimental, Parks Superintendent Chris Fleck and Assistant Director of Parks and Recreation Jared Flewellen. APPROVAL OF AGENDA Member Klein asked if there were any changes to the agenda. Assistant Director Flewellen stated there were none. Member Palmer moved, Member McWilliams seconded, with all present members voting in favor to adopt the agenda. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Demartelaere moved to approve the minutes from November 20, 2023 workshop, Member Hamlin seconded, with all present members voting in favor to adopt the amended minutes. Aye: 7 Nay: 0 No visitors to be heard. VISITORS TO BE HEARD PRESENTATION Eagan Athletic Association Advisory Parks and Recreation Commission January 22, 2024 Page 2 Eagan Athletic Association team members JJ Kirby, Dan Sagstetter, Mike Langley, and Todd Wrucke presented information and highlights from the offerings and activities through Eagan Athletic Association. The Eagan Athletic Association offers baseball, basketball, cross country, football, lacrosse, rugby, soccer, softball, track, volleyball, wrestling, ultimate frisbee for almost 7000 children. OLD BUSINESS Recreation Facilities and Projects Update Parks Superintendent presented the current status of the Recreational Facilities Plan in progress, as well as, the communication plan associated with them. The update included a recap of the last couple months recent activities regarding the projects as well as a forecasted timeline moving forward. The projects discussed were a covering/roof for the refrigerated rink at Goat Hill Park, the Eagan Art House reconstruction project, and the reinvestment project at ECC. NEW BUSINESS Small Area Plan Mike Schultz, City Planner presented the small area plan for the Central Park Area which is home to the City's Community Center and Central Park. This area includes three large office parcels. Once bustling offices to Argosy, Delta, and Unisys, these sites are now vacant or underused and candidates for rehabilitation and/or redevelopment. The Northwest Central Commons provides an opportunity for the City of Eagan to advance economic development goals while delivering improved public services, housing choices, and recreation activities. Deerwood Forest Assistant Director Flewellen presented the development application, the applicant is requesting approval of a Preliminary Subdivision (Deerwood Forest) to create two lots upon approximately 1.1 acres located south of Deerwood Drive between Pilot Knob Road and Denmark Avenue in the southwest % of Section 22 legally described as Lot 1, Block 1, Altobelli Addition. Member Palmer moved, Member Costain seconded, to recommend to approve cash dedication for park and trail dedication. Member Palmer — Appreciate staff efforts to get rinks up and running. Member Hassen — Highlighted the unseasonable weather with lack of snow. Member Klein — Excited for the participation at Goat Hill Park. DEPARTMENT UPDATES Assistant Director Flewellen presented highlights from recent and upcoming activities in the Eagan Parks and Recreation Department. ADJOURNMENT After further brief discussion, Member Palmer moved, Member Hamlin seconded with all members present voting in favor to adjourn the meeting.
