05/15/2023 - Advisory Parks & Recreation CommissionEA.GAN BSTAOGISIIEO 1000 MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS AND RECREATION COMMISSION Monday, May 15, 2023 MIND I ES.OF MEETING OF MAY 15, 2023 A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday, May 15, 2023 at Eagan City Hall. Commission Members present included Member Rotty, Member McWilliams, Member Hassen, Member Klein, Member Hamlin, and Member Demartelaere. Member Costain and Member Palmer were absent. Staff members present was Director of Parks and Recreation Andrew Pimental, Director of Communication and Engagement Joe Ellickson, Digital Media Manager Sarah Horwath and Assistant Director Jared Flewellen. APPROVAL OF AGENDA, Member Klein asked if there were any changes to the agenda. Assistant Director Flewellen stated there were none. Member Hamlin moved, Member McWilliams seconded, with all present members voting in favor to adopt the agenda. Aye: 6 Nay: 0 Member Kline noted a date change needed in the minutes. Member Demartelaere moved to approve the minutes from April 17, 2023 meeting, Member Hassen seconded, with all present members voting in favor to adopt the amended minutes. VISITORS TO 13E HEARD P116ENTATI0 Introduction of New Members Advisory Parks and Recreation Commission May 15, 2023 Page 2 Assistant Director Flewellen introduced the newly appointed Commissioner Hassen to the APRC. Hassen was appointed to a one year alternate role. Assistant Director Flewellen covered a brief background of Commissioner Hassen and then Commissioner Hassen described his passion for the City of Eagan. Communication and Engagement Director of Communication and Engagement Joe Ellickson and Digital Media Manager Sarah Horwath presented on how the Communications and Engagement Department interacts and assists with the marketing for the Parks and Recreation Department. Manager Horwath and Director Ellickson explained the different types of outreached used for the department such as; The Experience Eagan, Discover Catalog, social media channels, print media and direct emails along with the effectiveness of each one. OLD BUSINESS Recreation Facilities Update Parks and Recreation Director Andrew Pimental presented the current status of the Recreational Facilities Plan. The update included a recap of the last couple months recent activities regarding the projects as well as a forecasted timeline moving forward. The projects discussed were the feasibility study being conducted at the Eagan Community Center by 110%, a covering/rood for the refrigerated rink at Goat Hill Park and the Eagan Art House project. NEW BUSINESS Election of Officers Assistant Director Flewellen called for nominations for the three commission positions: Chair, Vice Chair and Secretary. Member Rotty moved and Member Demartelaere seconded, with all present members voting in favor to approve Commissioner Klein for the Chair position. Aye: 6 Nay: 0 Member Hamlin moved and Member Klein seconded, with all present members voting in favor to approve Commissioner Palmer for the Vice Chair position. Aye: 6 Nay: 0 Member Klein moved and Member Hamlin seconded with all present members voting in favor to approve Commissioner Demartelaere for the Secretary position. Aye: 6 Nay: 0 Development Review — Homes by Perri Advisory Parks and Recreation Commission May 15, 2023 Page 3 The applicant is requesting approval of a Planned Development Amendment to allow a change in use from an extended stay hotel to 120 residential apartments, upon approximately 4.3 acres located at 3040 Eagandale Place. Staff recommended that the current apartment rate be used for calculating park dedication and to give the subject site credit for past park dedication that was originally paid. Member Rotty moved, Member Hamlin seconded, to recommend to approve cash dedication for park and trail dedication. Aye: 6 Nay: 0 Development Review — 4310 Garden Trail A Preliminary and Final Subdivision of a 2.5-acre property into two lots for the existing home and a new 1.4-acre lot to be transferred to the City of Eagan and placed in a conservation easement. Member Hamlin moved, Member Demartelaere seconded, to recommend to approve the land donation. Aye: 6 Nay: 0 ROUNDTABLE Member Demartelaere — Expressed appreciation for the staff at the Tree Sale pickup. Member Klein — Was excited for the upcoming events around town. Member Hamlin —Shared comments on the condition of Blackhawk Park and how the site was weathered due to the particularly hard winter. Member Hassen — Invited fellow Commissioners to his neighborhood gathering coming up at the end of May. DEPARTMENT UPDATES Assistant Director Flewellen presented highlights from recent activities in the Eagan Parks and Recreation Department.
