MINUTES 'OF MEETING OF OCTOBER 16, 2023
A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on
Monday, October 16, 2023 at Eagan City Hall. Commission Members present included Member Rotty,
Member McWilliams, Member Klein, Member Hamlin, Member Demartelaere, Member Costain and
Member Palmer. Member Hassen was absent. Staff members present was Director of Parks and
Recreation Andrew Pimental, Parks Superintendent Chris Fleck and Assistant Director of Parks and
Recreation Jared Flewellen.
APPROVAL OF AGENDA
Member Klein asked if there were any changes to the agenda. Assistant Director Flewellen stated there
were none. Member Palmer moved, Member Rotty seconded, with all present members voting in
favor to adopt the agenda. Aye: 7 Nay: 0
APPROVAL OF MEETING MINUTES
Member McWilliams moved to approve the minutes from June 26, 2023 workshop, Member Palmer
seconded, with all present members voting in favor to adopt the amended minutes. Aye: 7 Nay: 0
Member Costain moved to approve the minutes from August 21, 2023 meeting, Member Hamlin
seconded, with all present members voting in favor to adopt the amended minutes. Aye: 7 Nay: 0

PRESENTATION
Cascade Bay and Eagan Civic Arena
Mark Vaughan, Civic Arena and Aquatics Manager presented information and highlights from the City
of Eagan Civic Arena and Aquatics Division. The Civic Arena and Aquatics Division oversees the Eagan
Civic Arena rentals, skate Eagan and activities, Cascade Bay and Cardio Bay.
OLD BUSINESS
Recreation Facilities and Projects Update
Parks Superintendent presented the current status of the Recreational Facilities Plan in progress, as
well as, the communication plan associated with them. The update included a recap of the last couple
months recent activities regarding the projects as well as a forecasted timeline moving forward. The
projects discussed were a covering/roof for the refrigerated rink at Goat Hill Park, the Eagan Art House
reconstruction project, and the reinvestment project at ECC.
ROUNDTABLE
Member McWilliams — Visited Art Block and participated in Raku and enjoyed it
Member Demartelaere — Signed up for pickleball lessons and highly recommends them
Member Hamlin — Has enjoyed using the fishing piers with the family
Member Klein — Was happy to see all the participants at Fall Harvest at Holz Farm
Member Costain — Complimented the Eagan Art House video and the Goat Hill project.
Member Palmer — Thank you to Parks Maintenance for keeping field conditions great
DEPARTMENT UPDATES
Assistant Director Flewellen presented highlights from recent and upcoming activities in the Eagan
Parks and Recreation Department.

After further brief discussion, Member McWilliams moved, Member Hamlin seconded with all
members present voting in favor to adjourn the meeting. The meeting was adjourned at 7:17 p.m.
