04/17/2023 - Advisory Parks & Recreation Commissiona \ I I \ \ I I Oaro� •p/ EAGAN E S iAYIIS... 1860 MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS AND RECREATION COMMISSION Monday, April 17, 2023 MINUTES OF MEETING OF APRIL 17, 2023 A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday, April 17, 2023 at Eagan City Hall. Commission Members present included Member Rotty, Member McWilliams, Member Costain, Member Klein, Member Heimisdottir, Member Hamlin, Member Palmer and Member Demartelaere. Member Rayman was absent. Staff members present was Assistant City Administrator Sara Alig, Director of Parks and Recreation Andrew Pimental, Parks Superintendent Chris Fleck and Assistant Director Jared Flewellen. APPROVAL OF AGENDA Member Klein asked if there were any changes to the agenda. Director Pimental stated there was none. Member Palmer moved, Member Hamlin seconded, with all present members voting in favor to adopt the agenda. Aye: 7 Nay: 0 APPROVAL OF MEETING MI1.NUTES Member Demartelaere moved to approve the minutes from February 27, 2023 meeting, Member Hamlin seconded, with all present members voting in favor to adopt the minutes presented. Aye: 7 Nay: 0 No visitors to be heard. VISITORS TO BE HEARQ PRESENTATION Sara Alig, Assistant City Administrator presented information and highlights from the City of Eagan Sustainability Plan. "Sustainability in Action" included to stormwater management, smart salting, vehicle management, etc. The Sustainability, plan is preparing for a sustainable future and trying to Advisory Parks and Recreation Commission April 17, 2023 Page 2 slow down the current changing of events that have shown to be expedited. Part of the strategy is to hire the City's first dedicated sustainability coordinator and fund plans through utility fees. OLD BUSINESS Recreation Facilities Update Parks and Recreation Superintendent presented the current status of the Recreational Facilities Plan. The update included a recap of the last couple months recent activities regarding the projects as well as a forecasted timeline moving forward. The projects discussed were the feasibility study being conducted at the Eagan Community Center by 110%, a covering/rood for the refrigerated rink at Goat Hill Park and the Eagan Art House project. No new business at this time. NEW BUSINESS ROUNDTABLE Member Costain — Excited for the trails to be open. Member Demartelaere — Discussed the maintenance process for tennis courts, especially Oak Chase. Member McWilliams - Asked about Woodhaven Park naming versus Destination All Play as well as when bathrooms being open. Reported graffiti and damage at Lex-Diffley Skate Park. Lastly, questioned signage for RC/Bike Park. Member Klein — Hoping for warmer weather Member Hamlin — Complimented snow removal and tree care. Member Heimisdottir — Excited for Cascade Bay season for her children DEPARTMENT UPDATES Director Pimental presented highlights from recent activities in the Eagan Parks and Recreation Department.
