MINUTES OF MEETING OF OCTOBER 17, 2022
A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday,
October 17, 2022 at Eagan City Hall. Commission Members present included, Member Demartelaere, Member
Rotty, Member Heimisdottir, Member Rayman, Member McWilliams, Member Costain and Member Palmer.
Member Klein and Member Hamlin were absent. Staff members present Facility Manager Chris Fleck, Facility
Coordinator Seth Flolid, Facility Coordinator Erica Kohler, Fitness Coordinator Than! Petersson, Guest Service
Specialist Barbara Showalter and Assistant Parks and Recreation Director Jared Flewellen.

Member Palmer asked if there were any changes to the agenda. Assistant Director Flewellen stated there was
none. Member Heimisdottir moved, Member Demartelaere seconded, with all present members voting in favor
to adopt the agenda. Aye: 7 Nay: 0
APPROVAL OF MEETING MINUTES,
Member Rotty moved to approve the minutes from August 15, 2022 meeting, Member McWilliams seconded,
with all present members voting in favor to adopt the minutes presented. Aye: 7 Nay: 0

Chris Fleck, Eagan Community Center Manager, Facility Coordinator Seth Flolid, Facility Coordinator Erica Kohler,

highlights from the City of Eagan Community Center. The Community Center Division oversees the Eagan
Community Center rentals and activities, The Blast, gymnasiums, The Fitness Center and track spaces.
No old business at this time.
OLD BUSINESS
NEW BUSINESS
Fees and Charges
Assistant Director Flewellen presented standard charges for facility rentals, memberships and amenities that
relate to general fund activities were reviewed based on yearly demand and costs associated with usage. Fees
were related to outdoor fields and rinks, pavilions and shelters, room rentals and other rentable amenities.
Member Heimisdottir moved, Member Rayman seconded, to recommend to approve 2023 Parks and Recreation
fees. Aye: 7 Nay: 0
ROUNDTABLE
Member Heimisdottir— Holz Farm Harvest Festival was great for the kids especially with Blacksmith Station.
Member Demartelaere —Attended Sustainability Commission and enjoyed the organization.
Member Palmer — Appreciated City Council supported to make sure funds are being spent in the best way
possible.
Member McWilliams —Visited Trapp Farm Park and kudos to staff for all replacements.
Member Rayman — Kudos to ECC staff for hard work.
Member Rotty —Attended Fire Station Open house and had a great time with kids.
Member Costain —Attended Commission meeting over the weekend. Recapped the different presentations.
DEPARTMENT UPDATES
Assistant Director Flewellen presented highlights from recent activities in the Eagan Parks and Recreation
Department.

After further brief discussion, Member McWilliams moved, Member Rotty seconded with all members present
voting in favor to adjourn the meeting. The meeting was adjourned at 7:43 p.m.
