APPROVAL OF AGENDA Chair Klein asked if there were any changes to the agenda. Director Pimental stated there were none. Member Palmer moved, Member Roddy seconded, with all present members voting in favor to adopt the agenda with changes. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Chair Klein called for approval of the May 16, 2022 meeting minutes. Member Palmer moved to approve the minutes from May 16, 2022 meeting, Member Roddy seconded, with all present members voting in favor to adopt the minutes presented. Aye: 7 Nay: 0 No visitors to be heard. VISITORS TO BE HEARD PRESENTATIONS Dakota County staff, including Mary Jackson, Planning staff; Kurt Chatfield, Project Manager; and Niki Geisler, Director of Parks were on hand to present to the Commission the vision and timeline for the Veterans Memorial Greenway project extended from Dodd Road in Eagan all the way to the East through Inver Grove Heights. Commission Members present included Member Klein, Member Demartelaere, Member Hamlin, Member Heimisdottir, Member McWilliams, Member Costain and Member Palmer. Member Rayman and Member Rotty were absent. Staff members present Parks and Recreation Director Andrew Pimental, Recreation Manager Tanya Mozingo, Facility Manager Mark Vaughan, Facility Manager Chris Fleck, Parks Superintendent Paul Graham and Assistant Parks and Recreation Director Jared Flewellen. APPROVAL OF AGENDA Member Klein asked if there were any changes to the agenda. Director Pimental stated there was one addition under presentations to highlight the retirements of Loudi Rivamonte and Paul Graham. Member Heimisdottir moved, Member Costain seconded, with all present members voting in favor to adopt the agenda with changes. F. outdoor skating rink based on her business. O'Donnell mentioned that she would be happy to be apart of the design process so the rink could be utilized year round with inline skating options. Advisory Parks and Recreation Commission August 15, 2022 Page 2 PRESENTATION MRPA Awards Chelsea Swiggum from MRPA Awards Committee presented the City of Eagan with two awards for 2021 projects. The two awards were for Cascade Bay Lifeguard Training Pipeline and Destination All Play at Woodhaven Park. Retirements Parks and Recreation Director Andrew Pimental highlighted two upcoming staff retirements from the Parks and Recreation Department for Recreation Supervisor Loudi Rivamonte and Parks Superintendent Paul Graham. Loud! Rivamonte was with the City for 20 years and Paul Graham was with the City for 33 years. Cascade Bay / Civic Arena Mark Vaughan, Civic Arena and Aquatics Manager presented information and highlights from the City of Eagan Civic Arena and Aquatics Division. The Civic Arena and Aquatics Division oversees the Eagan Civic Arena rentals and activities, Cascade Bay and Cardio Bay. Capital Improvement Projects Parks and Recreation Director Andrew Pimental presented on the Capital Improvement Projects. Annually the staff of the Parks and Recreation department work through a variety of meetings throughout the spring and summer to coordinate projects that are built and completed that year, as well as plan for the next five years of capital investment. No old business at this time. OLD BUSINESS NEW BUSINESS Development Review Tidal Wave Assistant Director Flewellen presented the application, Tidal Wave Car Wash is proposing a Preliminary Subdivision to create two lots upon approximately 8.4 acres at 2055 Cliff Road, and a Planned Development Amendment to allow construction of a commercial car wash upon approximately 1.62 acres in the northeast portion of the site. Aye: 7 Nay: 0 Timeless Homes Assistant Director Flewellen presented the application who is requesting approval of a Preliminary Subdivision to create two single family lots upon approximately 0.95 acres located at 2107 Silver Bell Road. Member Hamlin moved, Member Heimisdotter seconded, to recommend to approve cash dedication for park and trail dedication. Aye: 7 Nay: 0 ROUNDTABLE Member Demartelaere — Enjoyed Market Fest last Wednesday Member Hamlin —Thanks for fixing Blackhawk Park dock and thank you to maintenance for quick work on the tournament maintenance. Member Heimisdottir— Woodhaven Park has been popular with friends. Also has neighbors who requested trash cans at parks. Member Klein — Great work on Holz Farm activities and updates. Member Costain —Toured the CIP sites and enjoyed seeing the different facility sites. Member McWilliams —Thank you to Parks team for additional benches during National Night Out. Neighbor works at Eagan Community Center and is enjoying it. Neighbors continue to want trash cans at parks. DEPARTMENT UPDATES Manager Fleck presented highlights from recent activities in the Eagan Parks and Recreation Department.
