A Special City Council meeting was held on Tuesday, March 12, at 5:30 p.m. at the Eagan Municipal
Center. Present were Mayor Maguire, Councilmembers Bakken, Fields, Hansen and Supina. Also present:
City Administrator Miller, Public Works Director Matthys, Community Development Director Hutmacher,
Communications & Engagement Director Ellickson, and Parks & Recreation Director Pimental.
I. ROLL CALL AND ADOPTION OF THE AGENDA
Mayor Maguire called the meeting to order at 5:30 p.m. Councilmember Bakken moved,
Councilmember Supina seconded a motion to adopt the agenda. Motion carried.
II. VISITORS TO BE HEARD
There were no visitors to be heard.
III. JOINT MEETING WITH EAGAN-INVER GROVE HEIGHTS WATERSHED MANAGEMENT
ORGANIZATION BOARD (WMO)
Director Matthys invited members of the WMO Board to introduce themselves. Present were
Chairperson Monica Foss, Senior Resource Conservationist with Dakota County SWD Ashley Gallagher,
and Board Member Jennifer Workman-Jessness. Ms. Gallagher provided an overview of the WMO and
upcoming education programming. The Mayor thanked the Board members for their work.
IV. MVTA UPDATE
Luther Wynder, CEO of the Minnesota Valley Transportation Authority provided an update on service
and ridership, including special service for concerts and sporting events in 2023.
V. NORTHWEST CENTRAL COMMONS SMALL AREA PLAN – PRESENTATION OF FINAL REPORT
Community Development Director Hutmacher provided an overview of the Small Area Plan process and
invited Community Engagement Director Ellickson to discuss the community engagement plan for the
Small Area Plan. Director Hutmacher discussed the Comprehensive Plan Amendments process and the
staff recommendation for a text amendment as opposed to a map amendment. Andrew Dresdner with
Bolton & Menk was present and shared a presentation with the Council. The Council was supportive of
placing the Northwest Central Commons Small Area Plan on a consent agenda for formal approval. The
Council also directed staff to draft a text amendment to the 2040 Comprehensive Plan to incorporate
the final small area plan.
VI. EAGAN COMMUNITY CENTER (ECC) RENNOVATION DESIGN UPDATE
Parks & Recreation Director Pimental and Andrew Gardner with TKDA presented an update to the City
Council on the design and concept for the ECC renovations which focused on maximizing return on
investment for the building and its amenities, and activating spaces that are currently underutilized. The
Council was supportive of the direction of the design update.

There was no other business.
VIII.ADJOURNMENT
Councilmember Hansen moved, Councilmember Bakken seconded a motion to adjourn. The meeting
was adjourned at 8:20 p.m.
