09/17/2024 - City Council RegularMINUTES OF A REGULAR MEETING OF THE EAGAN CITY COUNCIL Eagan, Minnesota September 17, 2024 A Listening Session was held at 6:00 p.m. prior to the regular City Council meeting. Present were Mayor Maguire, Councilmembers Supina, Bakken, Fields and Hansen. A regular Eagan City Council meeting was held on Tuesday, September 17, at 6:30 p.m. Present were Mayor Maguire, Councilmembers Supina, Bakken, Fields and Hansen. Also present: City Administrator Miller, City Attorney Bauer, Police Chief New, Public Works Director Matthys and City Planner Schultz. II. ADOPT AGENDA Councilmember Bakken moved, Councilmember Supina seconded a motion to adopt the agenda as presented. Aye: 5, Nay: 0. Motion carried. III. RECOGNITIONS AND PRESENTATIONS ADMINISTER Oath of Office to Newly Promoted Eagan police Sergeant Rebecca Kopp Chief New thanked the Council for allowing him an opportunity to introduce newly promoted Police Sergeant Rebecca Kopp. Chief New shared a few words about Sergeant Kopp’s path in law enforcement before administering the Oath of Office. The mayor thanked Sergeant Kopp and her family for their support and commitment to the profession. IV. CONSENT AGENDA Councilmember Bakken moved, Councilmember Fields seconded a motion to approve the Consent Agenda. Aye: 5, Nay: 0. Motion carried. A. It was recommended to approve the minutes from the September 3, 2024, 2024 City Council meeting. B. Personnel Items: 1. It was recommended to approve the revisions to the Employee Handbook. 2. This hiring was approved on August 20, 2024. C. It was recommended to ratify the check registers dated August 30, 2024 and September 6, 2024. D. It was recommended to approve a Final Subdivision approval (Parkside Circle) to create 24 single-family lots upon approximately 11.88 acres located at 4940 and 4980 Dodd Road. E. It was recommended to approve Change Order No. 2 for Contract 22-02 (2022 Neighborhood Street Revitalization) and authorize the Mayor and City Clerk to execute all related documents. F. It was recommended to approve Change Order No. 2 for Contract 24-15 (Northeast Eagan – Sanitary Sewer Upsize – Phase 1) and authorize the Mayor and City Clerk to execute all related documents. G. It was recommended to approve the plans and specifications for Contract 24-40 (Large Diameter Sanitary Trunk Sewer – Clean & Inspection) and authorize the advertisement for a bid opening to be held at 11:00 a.m. CST on Wednesday, October 2, 2024, electronically via QuestCDN. H. It was recommended to receive the draft Final Assessment Report for Project 1441 (Ches Mar/Ches Mar East/Oak Chase Way/Park Cliff Additions – Street Improvements) and schedule a public hearing to be held on October 15, 2024. I. It was recommended to receive the Draft Final Assessment Report for Project 1443 (Johnny Cake Ridge Addition/ Covington Lane/ Brittany Additions/ Beacon Hill – Street Improvements) and schedule a public hearing to be held on October 15, 2024. J. It was recommended to receive the Draft Final Assessment Report for Project 1489 (Dodd Road/Red Pine Lane/Sienna/Manley/Natures/Woodland/Piney/Finch– Street Improvements) and schedule a public hearing to be held on October 15, 2024. K. It was recommended to receive the Draft Final Assessment Report for Project 1546 (River Hills/Cinnamon Ridge 3rd & 4th – Street Improvements) and schedule a public hearing to be held on October 15, 2024. L. It was recommended to receive the Draft Final Assessment Report for Project 1549 (Eagan/ Sibley/Terminal Industrial Park/Yankee Doodle Road/Yankee Place – Street Improvements) and schedule a public hearing to be held on October 15, 2024. M. It was recommended to receive the Draft Final Assessment Report for Project 1550 (Coachman Road/Terra Glenn–Street Improvements) and schedule a public hearing to be held on October 15, 2024. N. It was recommended to receive the Draft Final Assessment Report for Project 1551 (Nicols Road – Street Improvements) and schedule a public hearing to be held on October 15, 2024. O. It was recommended to receive the Draft Final Assessment Report for Project 1552 (O’Neill Drive/Lone Oak Parkway/Vikings Parkway/Lone Oak Drive/Waters Annex–Street Improvements) and schedule a public hearing to be held on October 15, 2024. P. It was recommended to approve Change Order No. 5 for Eagan Art House (City Project 1558), City Contracts 24-46, 24-53, 24-55, and 24-56 (Doors/Frames/Hardware, Masonry, Plumbing, HVAC & Ventilation, Electrical/Communications, and Earthwork/Utilities) authorize Mayor and City Clerk to execute all related documents. R.It was recommended to approve an amendment to the Housing Improvement Area Policy. S.It was recommended to receive Bids for Work Scope Packages 3A, 5A, 6A, 31A for Eagan Community Center Improvements (City Project 1576) and authorize the Mayor and City Clerk to execute all related contracts and documents. T.It was recommended to approve the posting of an RFP for professional services to solicit bids from firms that coordinate master planning for parks and recreation facilities and services and authorize a contract with the selected firm after staff evaluates the received proposals. U.It was recommended to approve the 2024 Fee Schedule revisions to add conduit debt fees and charges.
