09/10/2024 - City Council SpecialMINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL Eagan, Minnesota September 10, 2024 A Special City Council Meeting was held on Tuesday, September 10, 2023 at 5:30pm in Council Chambers. City Councilmembers present: Mayor Maguire, Councilmembers Fields, Bakken, Hansen, and Supina. City staff present: City Administrator Miller, Fire Chief Searle, City Planner Schultz, and Community Development Director Hutmacher. I. ROLL CALL AND ADOPTION OF THE AGENDA Councilmember Bakken moved, Councilmember Fields seconded a motion to adopt the agenda. Aye: 5, Nay: 0. Motion carried. II. VISITORS TO BE HEARD There were no visitors to be heard. III. JOINT MEETING WITH THE ADVISORY PARKS AND RECREATION COMMISSION (APRC) Director of Parks & Recreation Pimental invited members of the APRC to introduce themselves. Members of the Commission present were Girma Hassen, Silas Means, Kevin Hamlin, Dione DeMartelaere, Michael Palmer, Linda Klein and Lis McWilliams. Member Richard Costain was unable to join. Mayor Maguire welcomed Parks & Recreation Director Pimental and the members of the Commission. Director Pimental invited each Commission member to introduce themselves. Director Pimental gave a presentation on the Capital Improvement Plan (CIP) process and outlined funding sources and the Parks Master Plan including projects currently underway and anticipated projects stretching into 2029. Director Pimental discussed the 10-year Parks Master Plan. Director Pimental discussed the progress of the current 2024 projects and stated that everything is on- time and on budget. Director Pimental discussed the forecast for the 2025 CIP addressing the aging of Park Infrastructure and the maintenance and improvements to be made. Director Pimental discussed the 2025 CIP proposed budget as well as the 2026-2029 placeholders. Director Pimental gave updates to the current projects, including Eagan Art House, Goat Hill Park and Skating Rink and The Eagan Community Center. IV. REVIEW DRAFT ORDINANCE: CANNABIS Mayor Mike Maguire introduced the item and turned it over to City Administrator Miller. Administrator Miller invited City Planner Schultz to discuss the issue. Planner Schultz provided a brief review of Ordinances for Chapter 6 (Other Business Regulation and Licensing) and Chapter 11 (Land Use Regulations). Planner Schultz reviewed the Adult Use Cannabis – Licenses and Ordinance Timetable and reviewed a tentative schedule, indicating that the goal is to have the ordinance adopted by December 2024 prior to the State Office of Cannabis Management (OCM) issuing licenses beginning in 2025. Special City Council Meeting September 10, 2024 Page 2 Planner Schultz presented a recap of the June 11 Council Workshop wherein the Council was asked for policy direction on four matters. Planner Schultz reviewed the four matters and indicated that the Council response was implemented in the two draft Ordinance Amendments presented to Council. Additional policy questions regarding the process of cannabis registrations, allowance of outdoor cannabis events and direction on outdoor cultivation were presented and were responded to and discussed by Council and Community Development Director Hutmacher. V.DEMONSTRATION: FIRE DEPARTMENT DATA COLLECTION Mayor Mike Maguire introduced Fire Chief Hugo Searle for a presentation on Fire Department Data Collection. Chief Searle provided a demonstration of the Data Collection and Analysis Program created by the Fire Department. Chief Searle indicated that the data collected is used to extract data to use as management, evaluation and decision-making tools with the City’s fire departments. Chief Searle addressed questions from the Council regarding the data collection. VI.OTHER BUSINESS VII.ADJOURNMENT Councilmember Bakken moved, Councilmember Fields seconded a motion to adjourn the meeting: Aye: 5, Nay: 0. Motion carried.
