10/08/2024 - City Council SpecialMINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL Eagan, Minnesota October 8, 2024 A Special City Council Meeting was held on Tuesday, October 8, 2023 at 5:30pm in Council Chambers. City Councilmembers present: Mayor Maguire, Councilmembers Fields, Bakken, Hansen, and Supina. City staff present: City Administrator Miller, Assistant City Administrator Alig, City Planner Schultz, City Planner Sarah Thomas, City Planner Pam Dudziak, Community Development Director Hutmacher, Sustainability Coordinator Gillian Catano and Finance Director Josh Feldman. I. ROLL CALL AND ADOPTION OF THE AGENDA Councilmember Fields moved, Councilmember Bakken seconded a motion to adopt the agenda. Aye: 5, Nay: 0. Motion carried. II. VISITORS TO BE HEARD There were no visitors to be heard. III. JOINT MEETING WITH ADVISORY PLANNING COMMISSION (APC) Advisory Planning Commission members introduced themselves; present were Brandon Block, Chris Whitfield, Christos Jensen, Carol Whisnant, Steven Schwanke, David Cherner, Cory Bultema and Andrew Wegener. Planning Staff present were Sarah Thomas and Pam Dudziak. City Planner Schultz reviewed the work of the APC in 2024 and previewed the coming year. Planner Schultz responded to questions and comments from Council. Council supported the 2025 work plan items as presented and provided direction to staff. Community Development Director Hutmacher provided several draft policies from the Metropolitan Council’s draft Imagine 2050 Comprehensive Guide Plan. Director Hutmacher responded to questions and comments from Council. The Council thanked the Commission and staff for their work. IV. CLIMATE ACTION PLAN UPDATE City Administrator Miller welcomed Ted Redmond from paleBLUEdot LLC, a consultant assisting the City with the creation of the City’s Climate Action Plan. Administrator Miller introduced the item and invited Mr. Redmond to provide an update on the City’s Climate Action Plan. Mr. Redmond discussed the Climate Action Plan and presented Council with the necessary next steps to be taken in order to present the final plan to the Council for adoption in April 2025. Sustainability Coordinator Gillian Catano and Mr. Redmond responded to questions and comments from Council. Special City Council Meeting October 8, 2024 Page 2 V.LONG-TERM REVIEW OF CAPITAL FUNDS (5-YEAR CIP) Mayor Mike Maguire introduced the item and turned it over to City Administrator Miller. Administrator Miller invited Finance Director Josh Feldman to provide an update on the 2025-2029 Capital Improvement Plan (CIP). Director Feldman presented Council with a long-term review of capital funds, including the proposed use of funding sources for Equipment, Vehicles and Recreational Facilities. Director Feldman answered questions from Council. Council gave direction to proceed with a $1 million transfer from the general fund to the Equipment Revolving Fund for formal consideration in December. VI.OTHER BUSINESS There was no other business. VII.ADJOURNMENT Councilmember Hansen moved, Councilmember Bakken seconded a motion to adjourn the meeting: Aye: 5, Nay: 0. Motion carried.
