A Special City Council Meeting was held on Tuesday, November 12, 2024, at 5:30 p.m. City
Councilmembers present: Councilmembers Fields, Bakken, Hansen, and Supina. City staff
present: City Administrator Miller, City Clerk VanHoose, Director of Community
Development Jill Hutmacher, Finance Director Josh Feldman. Mayor Maguire joined the
meeting at 5:45 p.m.
I.ROLL CALL AND ADOPTION OF THE AGENDA
Councilmember Bakken moved, Councilmember Fields seconded a motion to
adopt the agenda. Aye: 4, Nay: 0. Motion carried.
II.VISITORS TO BE HEARD
There were no visitors to be heard.
III.CANVAS ELECTION RESULTS
City Clerk VanHoose summarized the 2024 election results and was available for
questions. There were no questions.
Councilmember Bakken moved and Councilmember Hansen seconded a motion to
certify the results of the November 5, 2024, election. Aye: 4, Nay: 0. Motion carried
IV.LOCAL AFFORDABLE HOUSING AID (LAHA) PROGRAMS
Director of Community Development Hutmacher provided a presentation on the
proposed Local Affordable Housing Aid programs for the city’s consideration.
Programs discussed: Expanded Home Improvement Loan Program and the Radon
Mitigation Grant Program. Terms of a potential Joint Powers Agreement with the
Dakota County CDA were discussed i.
Council members expressed support for entering into a Joint Powers
Agreement with the Dakota County CDA on expanded home improvement loan and
radon mitigation grant programs with an annual allocation of $175,000. Staff
from the Dakota County CDA were available to answer questions.
Director Hutmacher also presented information on a potential low- and moderate-
income housing improvement area assistance program. Council directed staff to further
define program parameters and present to Council at a future work session meeting.
V.2025 EAGAN CONVENTION AND VISITORS BUREAU BUDGET
Brent Cory, President and CEO of Enjoy Eagan introduced Marketing Director
Shayna Keanaaina who provided an informative presentation on visitor statistics for
the city in 2024. Several key events and attractions that contributed to these visitor
trends were discussed, alongside ongoing marketing efforts to further boost Eagan's
visibility as a travel destination. The Council directed the ECVB budget to a future
council agenda for formal consideration.
VI.ENTERPRISE AND SPECIAL REVENUE BUDGETS REVIEW
Finance Director Josh Feldman provided a presentation that included the 2025
budget proposals for Enterprise Funds and Special Revenue Funds. Council voiced
support of the 2025 Public Utility Budget and the 2025 Recreation Facility Budget.
The following budgets were reviewed and adjustments noted:
A.Public Utilities (Water, Sanitary Sewer, Street Lighting, Storm Drainage, and
Water Quality)
B.Civic Arena
C.Cascade Bay
D.Community Center
E.ETV/PEG Fees Fund
F.Tree Mitigation
G.Sustainability
Director Feldman introduced Sustainability Coordinator Gillian Catano who
provided information regarding the budget for sustainability initiatives for 2025.
Catano shared information regarding goals for the Climate Action Plan of reducing
city wide greenhouse gas emissions. Catano noted that the proposed expenses in
the 2025 sustainability budget report will mostly be geared toward implementing the
Climate Action Plan.
Director Feldman presented an overview of the Opioid Prevention funds received
from nationwide settlements starting in 2021. It was noted that there will be
discussions with Dakota County to further discuss the potential use of these funds.
Staff noted uses for the funds would be brought to the Council at a future meeting.
Council voiced support for the budgets presented. Feldman noted the budgets will
be included on a future Council agenda for formal consideration.
