Re: Wastewater Volume Review for Permit Number 91- Located at 610 Oppeiman Drive
As part of the MCES Service Availability Charge (SAC) policy, all industries holding an
"Industrial Discharge Pemut" are subject to a wastewafer volume review one year prior to the
eacpuation of their pennit. SAC is a"connearon" fee which has been levied since 1973 for new
connections or increased volume discharged by existing users to the Metropolitan Disposal System
(ivIDS). SAC ievenue is used to pay for the unused reserve capaciry portion of debt service for
capital impmvements.
The wastewater volume review seives as a method for detecting wastewater volume increases from
a facility. Current wastewater volumes are converted to a SAC equivalent and comparetl to a SAC
baseline value. Any incmases over the baseline value, or the value for SAC credits, whichever is
gieater, have the potential to be assessed SAC.
Three years ago, a wastewater volume review for your facility took place. At that time, wastewater
volumes from your facility were noted to be below SAC baseline and/or SAC credit levels. A
current evaluafion of wastewater flows from your faciliry indicates tlmt discharge voIumes remain
below the SAC baseline.
Please find enclosed a"Wastewater Volume Review" specifying the results of the review. West
Gmup will not be required to pay additional SAC at t}ris time. If you have questions, please call
Berhai?e D. Worku at 651-602-4717.

Dear Mr. Panetriere:
This letter is a follow-up to the letter sent on December 31, 2003 regazding a preliminary volume
review for the Service Availability Charge (SAC) system for Permit Number 6561ocated at 3375 Milce
Collins Drive. Tn that letter, you were noti6ed that your ficm has increased its wastewater dischazge to
the sanitary sewer. As a result, it potentially could be subject to a SAC payment of $70,200 (52 units
at the 2004 rate of $1,350 per SAC unit) at the time your "Industrial Discharge Pernut" is renewed.
At this point, you have two options. First you may pay SAC equivalem to the increase in discharge w
the sanitary sewer based on the preliminary volume review. If you choose this option, a"SAC
Payment Form" will be enclosed with your renewed "Tndustrial Discharge Pemut " The form must be
brought to the City ofEagan and be wmpleted by a city representative indicating that SAC was paid.
A pernut condition in your renewefl perrnit allows 30 days for the SAC payment.
Your second option is to conduct a 30-day wastewater volume study. If you choose this optioq please
inform the engineer referenced below. The study must be completed and results submitted to
Metropolitan Council Environmental Services (MCES) by October 31, 2004. Guidelines for
completing the wastewater volume study are attached. Based on the results of the study, MCES will
determine a cucrent SAC equivalent of your wastewater flow. The SAC rate applied to the cuneat
SAC equivalent will be the rate in effect at the time of payment. The SAC rate is subject to change
every 7anuary.
To deterrnine your fum's SAC liability, MCES will use the lesser SAC equivalent of the preliminuy
volume review and the 30-day wastewater volume study. ff a SAC payment is required, a"SAC
Payment Form" will be enclosed with your renewed "Industrial Discharge Perntit", and the above
described method for completing the form and payment of SAC will be applied.
It should be noted that some cities use SAC detenninations to assess municipal impact or connection
fees which are exclusive of the SAC charge. 1f you are unsure as to whether or not these fees are
applicable in your city, you should call the aty, offices to inquire. At this time, no money should be
sent to our offices. SAC payment shall be made to the city at the time of permit renewal using the
"SAC Payment Form."
Please be aware of the fact that the information contained in tlus letter is accurate under the current
SAC policy. You will be notified in the future of any change in policy which might effect the status of
this or fiiture SAC reviews.
