action that was.taken by the City Council at.the regular
meeting held -on November 1, 1977.. There are no facts -presented
in
this report, however, the action. taken .by the City Council
on
each of the. agenda items and other business items- is
reflected.

Action -was taken'to accept Wilroy's low -bid for a 1978
IVL �
Ford LTD II Police car in ' the. amount -of $4 ,177 ; 00 with
t-rade.

The bid of Knutson Excavating to stockpile black dirt
on the Police facility site at the rate of $1.00 per

cubic yard was accepted.

Groundbreaking for the Police building -will take.place

on Friday morning at 11:0-0 a.m.. for those Council members
who are interested in attending.

On recommendation of the Park Commission, all bids were
again rejected for Improvement 215.inasmuch as the low
bid was $37,700 over the estimate. This project will be
bid again in January when the contractors will not be
as busy as they are at the present time.

On.recommendation .of the City Engineer, the City reduced.
the amount of the development bond for Milder ness Park
Addition to $11,925 which covers boulevard sod and
driveway.approaches. They accepted all utilities and
streets for permanent maintenance.,

' . On recommendation of the City Engineer,, the City has
accepted all utilities and -streets in Wilderness Run
5th Addition for permanent.maintenancea
7.
Because of the problem with. the seeding of the'.zoo
trunk on the Scherer property, the'City Clerk was
authorized to pay Mr.. Scherer $15000 -for permanent
easement and allowance to reseed the -easement to his
satisfaction.

A public hearing was held to.consider the vacation of the
east 262•' of Kyllo Lane. There were no objections to
the vacation and it was therefore approved subject to
obtaining the proper easements for utilities.. The
property will revert back to the adjoining property
in Ridgeview Acres on the north and Jon -Croft Acres

on the. South .

9.. On recommendation of John O'Toole, Assessor, an
abatement was granted on parcel 10-00800-011-50 to
reduce the assessed value from $37,000 to $30,900
because of an error in acreage.
10. A public hearing was held on Improvement 219, Duckwood
Street. This project was approved -and ordered in with
the understanding that the adjoining property would
accept the full assessment for the street.
11. A continued public hearing on Improvement 220,, utilities
to the Reid property, was held. A revised report
wa's received and accepted prorating the cost of jacking
the sewer across Pilot *Knob Road. The project was
ordered in with the elimination of the sodding which
the property owners will do themselves.
12. A public hearing was held -for Improvement 217, utilities
and street improvements to Eagan Hills lst Addition
This project was' -approved and ordered in subj.ect..to
..the Engineer checking the policy on storm'sewer.

1.3. A public hearing was held on Improvement 218, sewer,
water,, -storm. sewer and.streets to Delaware Hills.
This hearing was continued to November 15' to allow the
developer to meet with the Park Committee and consider
additional park land dedication.
14: Robert Sandeen and Gary Erickson of the Dakota County
BngineerIs Office reviewed the revised plans for Cliff
Road which included.a.bicycle trail on th*e South side.
The plans including the—bicycle trail were improved".
with -the u:nderst. anding that the county *.is applying ' for
funding to construct the trail.
15. There was no'-representation..on the Narveson rezoning
application, therefore this item'was continued to the
November -15 meeting.'
16. On and off sale beer licenses and on -sale wine licenses
were approved for Thomas Bleuth and Larry Gensmers for
Pizza International for -their restaurant in Cedar'.
Industrial Park on Lot 1, Block 1.
17. The waiver of plat for Rose and Howard Kyllo was
granted to allow a lot split of the north 100' of lot
1, Jon Croft Acres to.allow a single family home to
be built with the understanding that no further splits
will be granted until the property is platted.

18. The request.of Jack Loewen to split Lot 2, Block 1,
Country Home Heights was denied for reasons set forth
by the.Advisory Planning Commission.

Government*Lot 6 from GB,,, General Business, to NR`,-.,.
..Neighborhood BU-sinessi was approved toallowconstruction
-of a 40,000 square foot neighborhood -shopping center
Adjacent to McDonald's on Si-lver-Bell Road.
20.. The preliminary plat of Silver Bell Center was approved
with certain conditions.
21. The anti -recession Special Report Form was approved and
executed.
22. Action was taken to retain the escrow for landscaping
on the-LeAn restaurant site until the work is properly
completed.
23. A special meeting has been set for-Novemb'er 10,, 1977
at 5:00 p.m. to canvas the City election results.
24. Approval was given to execute the contract for Improve,
meat 196, utilities to West Publishing in the amount

25. Plans were approved for Improvement 219, Duckwood
Str'eet Improvement and bids will be taken on.'Fkiday,
December 2, 1977 at 3:00 p.m,
26. 'The Council.atithorized the City Engineer to meet with
the CityAdministratorto 'review -the request of DNR
to relocate the west end of the Cedar Grove storm sewer
to preserve the Kenneall.y.trout stream."
27. Action Was taken, -to accept and acknowledge the letter
from Jim Harrington of Minnesota Dept. of Transportation
regarding the alignment of Alternate A-1 as the most
environmentally acceptable'route of I�35E,
.28. The Mayor was authorized to execute -the HUD compliance
form regarding the grant for. -Park acquisition.'
.29. The request of DCCF to escrow park donation *funds.with
the acquisition of each building permit was denied.
30. The Administrator and City Cie ' rk were requested to
review the 1977 general fund budget which seems to -be

31. The Council authorized the Clerk to issue a letter to
Eagles Nest Inc. stating that the zoning on 'their
property is in compliance with the proposed use.
3-2.' The Energy .Committee has requested a meeting be set
with the City Council and'gas companies to discuss
possible alternatives for the gas service to the area;
