EFF. EAGAN FACTFILE
Eagan is a vital and vibrant city,with a population estimated at 57,000 and a
strong business sector. Having recently surpassed Burnsville in population,Eagan is now
the largest city in Dakota County and ranks ninth among Minnesota cities. Since its
incorporation as a city in 1974,just over 20 years ago,the population has more than
quadrupled, going from some 14,000 people to today's estimated 57,000. ,Eagan now
represents some 21,000 households,all with demands for retail support and government
services.

When compared to the rest of Dakota County and the metropolitan area as a
whole,the people who live in Eagan tend to be better educated and have higher incomes.
Nearly 37 percent of Eagan residents have bachelors or graduate degrees,as opposed to
27.5 percent for Dakota County and 28 percent for the area. In 1989,the median family
income in Eagan was $51,023, as compared to$41,863 for Dakota County overall.

EAGAN BUSINESS ACTIVITY
Eagan's commercial and industrial sectors have experienced significant growth.
Over 30,000 people are employed in Eagan, with 29 percent of the total involved in
manufacturing,almost 15 percent in wholesale trade, nearly 13 percent in retail and 12.5
percent engaged in providing non-*governmental services. Government employment
accounts for about 6 1/2 percent of those working in Eagan.

With approximately 6,000 people, West Publishing is Eagan's largest employer
by far, followed by Blue Cross Blue Shield of Minnesota,United Parcel Service,
Northwest Airlines, Coca Cola,Cray Research and the U.S. Postal Service. Loral
Defense Systems,which acquired most of the Eagan operations of Unisys,remains a
major employer.

Employment in Eagan is expected to reach 361300 in the year 2000, hit 40,300 in
2010 and total 41,800 by 2020. Significant growth in retail employment is anticipated in
connection with Opus Corporation's Promenade,a major 400,000 square foot retail
center under development on Yankee Doodle Road in the Town Centre area. Blue Cross
Blue Shield of Minnesota recently announced plans for the phased construction of four
new office buildings on its RiverPark campus,near Highway 13 and Yankee Doodle
Road, and West Publishing last year completed a major 43,000 sq. ft. addition to its
headquarters at Opperman Drive and Highway 149. Small to medium-sized businesses
account for much of the economic growth in Eagan and provide substantial employment
opportunities.
The Eagan workforce is at about 362000, up about 5,000 from 1990, with
unemployment in 1994 reported at 2.5 percent,compared to 3 percent for Dakota County
as a whole, 2.7 percent in Apple Valley, 2.8 percent in Burnsville and 4 percent in
Minnesota.

Construction activity continues in both the commercial/industrial and residential
sectors. As of September 30, nine permits have been issued this year for new
commercial/industrial projects,with valuations totaling$7,979,000, and several others
are pending. In 1994,25 permits were issued,with valuations totaling$21,972,000,as
contrasted with 15 permits and valuations of$9,318,000 in 1993.

In 1994,the highest valuation construction activity list for commercial industrial
was led by the West Publishing addition at$13,800,000,followed by ISD#196 and the
City of Eagan. Other key projects included the Hampton Inn at $3,124,000,Kohl's at

RESIDENTIAL CONSTRUCTION ACTIVITY
As of September 307 a total of 313 housing units were added in Eagan in 1995.
Of the total, 196, or 63 percent, were single family homes,two were duplexes and 115,or
36 percent,were townhomes. No new apartments have been added to the city's housing
stock since 1991. A total of 577 units were added in 1994 and 947 in 1993,with the
trend suggesting more moderate residential expansion in a maturing urban community.
Given its role as a major residential community in the Twin Cities,residential
property values represent$1.8 billion of the city's overall $2.5 billion in market
valuations. An estimated 54 percent of Eagan's housing units are single family homes,
17 percent are townhomes,2 percent are duplexes and 26 percent are multifamily.
Single family real, estate activity in the second quarter of 1995 reflects continued
growth in residential property values. Of the.transactions in the second quarter,the
average listing price for single family homes was $161,5061,the average price at which
homes were sold was $158,883 and the median price was $146,250.

THE EAGAN LIFESTYLE
Eagan's growing population tends to be young,with a median age of 28.9 years
according to a 1990 study. The survey results revealed that 2 percent of the population
was above 65 years of age,30 percent were under 18 years of age and 68 percent fell
between 18 and 65. Approximately three-fourths of the population has lived in Eagan for
less than five years.
The youthful population of Eagan makes extensive use of the city's wide-ranging
parks systems, which includes athletic complexes and neighborhood parks. The
community's 52 parks encompass more than 1,199 acres, almost 5 per cent of the city's
total land area. The athletic fields are used both by residents and employees of firms
located in the city. In 1995, some 213 teams with 3,200 players participated in adult
softball. Adult'volleyball also was popular, with 158 teams and almost 11,900 players
taking part. Other adult athletic programs include baseball,football, hockey and
basketball. An extensive trail system, encompassing 90 miles of trails, also has been
developed.
Eagan residents recently celebrated the opening of the new civic arena,which
features an Olympic-sized sheet of ice. The Eagan High School hockey team and skaters
of all ages will make use of the ice,but the arena also will accommodate numerous
community events throughout the year. The Minnesota Moose hockey team has selected
the arena as its practice facility.
The active lifestyle of Eagan people also has created numerous opportunities for
restauranteurs, with many new dining establishments opening in the city in recent years.
Additional restaurants are expected in the new Promenade shopping complex and along
Cliff Road.

INFRASTRUCTURE
As a result of a carefully conceived plan,Eagan enjoys an extensive system of
arterial and collector roads which make it possible to get about the city with ease. Eagan_
is well served by the metro highway system,with access via I494 and I-35E,Cedar
Avenue and Highway 13. Eagan's proximity to the Minneapolis-St. Paul International
Airport is an asset for many businesses in the city.
Some 216 miles of maintained streets in Eagan enable residents to travel through
the 32 square mile area that falls within the city's boundaries. The Department of Public
Works carries out an extensive program of preventive maintenance to ensure the quality
of road surfaces and extend the time between repaving. Statistical studies demonstrate a
high level of efciency in the use of equipment and personnel,as compared to nearby
communities with similar conditions.
Annual water usage currently totals about 2.5 billion gallons,with 67 percent of
consumption attributed to residential locations. Commercial consumption is
approximately 9 percent, industrial accounts for 8 percent and about 3 percent is
attributed to commercial industrial watering of lawns.

Population: Eagan's population in the latter half of 1995 is estimated to be more than
57,000, up significantly from the 47,409 reported in the 1990 census
Businesses: Eagan is home to more than 1,500 businesses, with manufacturing
accounting for 29 percent of employment in the city. Wholesale trade,retail trade and
services, in that order, constitute the next three largest employment sectors. The largest
employers in Eagan are West Publishing,Blue Cross Blue Shield of Minnesota,United
Parcel Service, Northwest Airlines and Loral Defense Systems.
Labor Force: The annual average labor force estimate for Eagan in 1994 was 35,741,
with 341846 of those reported employed. The unemployment rate for 1994 was 2.5
percent.

Residential Construction: In the first nine months of 1995;permits were issued for

units overall. A total of 577 permits for residential units were issued in 1994, 374 of
them for single family homes.
Single Family Real Estate Activity: Residential real estate values showed some
upward movement in the second quarter of 1995. For the quarter,the average listing
price was$161,506,the average sold price was$158,883 and the median price was
$146,250. In 1994, the average list price was$156,238,the average sold price was
$154,168 and the median price was $138,000.
Infras cture: The Public Works Department maintains 216 miles of streets within
Eagan' 32- quare mile area and the city enjoys the benefits of its 52 parks.
