MINUTES OF MEETING OF JANUARY 27, 202S
A workshop meeting of the Advisory Parks & Recreation Commission (APrC) began at 5:30 p.m. on
Monday, January 27, 2025 at Eagan City Hall. Commission Members present included Member Palmer,
Member McWilliams, Member Klein, Member Means and Member DeMartelaere. Member Hamlin and
Member Hassen were absent. Staff member present were Director of Parks and Recreation Andrew
Pimental, Facilities Superintendent Mark Vaughan and Assistant Director of Parks and Recreation Jared
Flewellen.
APPROVAL OF AGENDA
Member Palmer asked if there were any changes to the agenda. Assistant Director Flewellen stated
there were none. Member McWilliams moved, Member Klein seconded, with all present members
voting in favor to adopt the agenda. Aye: 5 Nay: 0
SOUTH OAKS PARK PLAYGROUND— PUBLIC COMMENT
Multiple members of the South Oaks neighborhood and Eagan community attended the meeting with
questions, comments and concerns regarding the proposed playground replacement. Assistant
Director Flewellen presented the proposed replacement playground, as well as the process the Parks
and Recreation Department goes through when playground replacements are made. Commission
Members Palmer, Klein, DeMartelaere and Means had minimal comments regarding the playground.
Member McWilliams did read a prepared statement asking the City to reconsider and/or revise the
proposed plan. Community comments were regarding the rationale to replace the playground due to
the current condition, the reason for the decreased size of proposed playground versus current, what
other park amenities were included, and number/type of play features in proposed playground. Staff
explained the rationale for deciding on replacements based on age, availability of parts and overall
safety but ultimately clarified that it will take comments under further consideration.

PRESENTATION
Master Plan
Parks and Recreation Director, Andrew Pimental and HKGI Associate, Kevin Clarke presented
information and proposed questions to the Commission regarding the 2025 Parks System Mater Plan.
Clarke covered a variety of topics for Commission comment as well as presented a timeline for the
Master Plan process.
ADJOURNMENT
After further brief discussion, Member Klein moved, Member DeMartelaere seconded with all
members present voting in favor of adjourning the meeting. The meeting was adjourned at 8:13 p.m.
