04/21/2025 - Advisory Parks & Recreation Commissionsee ere ,0 ese e�/,se oes® rs EAGAN ss.aousxeo Soso MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS AND RECREATION COMMISSION Monday, April 21, 2025 MINUTES OF MEETING OF APRIL 21, 2025 A workshop meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday, April 21, 2025 at Eagan City Hall. Commission Members present included Member Palmer, Member McWilliams, Member Klein, Member Means, Member DeMartelaere and Member Hamlin. Member Hassen was absent. Staff member present were Director of Parks and Recreation Andrew Pimental, Facilities Superintendent Mark Vaughan and Assistant Director of Parks and Recreation Jared Flewellen. APPROVAL OF AGENDA Member Palmer asked if there were any changes to the agenda. Director Pimental stated there were none. Member Klein moved, Member DeMartelaere seconded, with all present members voting in favor to adopt the agenda. Aye: 6 Nay: 0 APPROVAL OF MEETING MINUTES Member McWilliams moved to approve the minutes from February 24, 2025 workshop, Member Hamlin seconded, with all present members voting in favor to adopt the minutes. Aye: 6 Nay: 0 No visitors to be heard at this time. VISITORS TO BE HEARD PRESENTATION ECC Division Advisory Parks and Recreation Commission April 21, 2025 Page 2 Lindsey Rague (Facility Supervisor), Erica Koller (Facility Coordinator), Thani Petersson (Fitness Coordinator), Seth Flolid (Facility Coordinator) and Michael Meffert (Guest Service Specialist) presented information and highlights from the City of Eagan Parks and Recreation Department — ECC Division. The ECC Division oversees gyms, rentals, The Blast Indoor Playground, activities, 50+Seniors, Fitness and all operations related to the Eagan Community Center. OLD BUSINESS Master Plan Update Director Andrew Pimental presented the current status of the Parks and Recreation Master Plan. The update included a recap of the recent activities, past and upcoming meetings and projects regarding the status of the Master Plan update. NEW BUSINESS Eagan Hope and Wellness Director Pimental presented the development application, The applicant is requesting approval of a Comprehensive Guide Plan Amendment to change the land use designation from Quasi Public (QP) to Retail Commercial (RC) upon approximately 0.60 acres located at 1581 Century Pointe, legally described as Lot 1, Block 1, Century 2nd Addition. Member Klein moved, Member Means seconded, to recommend to approve cash dedication for park and trail dedication. Aye: 6 Nay: 0 ROUNDTABLE Member Klein — Attended the Spring Summit with her husband and found it very informative. Member Means — Thankful for their time on the Commission and learning more about it. Member McWilliams —Thankful for their time on the Commission and be apart of the community. Member DeMartelaere — Is excited to play pickleball Member Hamlin — Excited to see new parks with his child playing t-ball. Member Palmer — Thank you to Commissioner Means and McWilliams. Advisory Parks and Recreation Commission April 21, 2025 Page 3 STAFF REPORTS Assistant Director Flewellen presented highlights from recent and upcoming activities in the Eagan Parks and Recreation Department. Assistant Director Flewellen thanked outgoing Commissioners for their time and volunteerism. Commissioner McWilliams had served since 2019 and Commissioner Means had served since 2024. Flewellen also announced that beginning in May the APRC will welcome three new Commissioners; Sam Kunjummen, Jeff Soderholm and Paul Nasvik. ADJOURNMENT After further brief discussion, Member Klein moved, Member McWilliams seconded with all members present voting in favor of adjourning the meeting.
