05/20/2024 - Advisory Parks & Recreation Commission• C e e e��ee• EAGAN esin xusxen ieso MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS AND RECREATION COMMISSION Monday, May 20; 2024 MINUTES OF MEETING OF MAY 20, 2024 A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday, May 20, 2024 at Eagan City Hall. Commission Members present included Member Means, Member McWilliams, Member Klein, Member Demartelaere, Member Costain, Member Hamlin, and Member Hassen. Member Palmer was absent. Staff member present was Assistant Director of Parks and Recreation Jared Flewellen APPROVAL OF AGENDA Member Klein asked if there were any changes to the agenda. Assistant Director Flewellen stated there were none. Member McWilliams moved, Member Hamlin seconded, with all present members voting in favor to adopt the agenda. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Costain moved to approve the minutes from April 15, 2024 workshop, Member Hassen seconded, with all present members voting in favor to adopt the minutes. Aye: 7 Nay: 0 No visitors to be heard at this time. VISITORS TO BE HEARD PRESENTATION Introduction of New Members Assistant Director Flewellen introduced the newly appointed Commissioner Means to the APRC. Means was appointed to a one year alternate role. Assistant Director Flewellen covered a brief background of Commissioner Means and then Commissioner Means described his passion for the City of Eagan. Advisory Parks and Recreation Commission May 20, 2024 Page 2 Communication and Engagement Digital Media Manager Sarah Horwath presented on how the Communications and Engagement Department interacts and assists with the marketing for the Parks and Recreation Department. Manager Horwath explained the different types of outreached used for the department such as; The Experience Eagan, Discover Catalog, social media channels, print media and direct emails along with the effectiveness of each one. Horwath also outlined the engagement process for the Recreation Facilities Update plan. OLD BUSINESS Recreation Facilities and Projects Update Assistant Director Flewellen presented the current status of the Recreational Facilities Plan in progress, as well as, the communication plan associated with them. The update included a recap of the last couple months recent activities regarding the projects as well as a forecasted timeline moving forward. The projects discussed were the shelter and parking at Goat Hill Park, the Eagan Art House reconstruction project, and the reinvestment project at ECC. NEW BUSINESS Assistant Director Flewellen called for nominations for the three commission positions: Chair, Vice Chair and Secretary. Member Klein moved and Member Costain seconded, with all present members voting in favor to approve Commissioner Palmer for the Chair position. Aye: 7 Nay: 0 Member Klein moved and Member Hamlin seconded, with all present members voting in favor to approve Commissioner Dernartelaere for the Vice Chair position. Aye: 7 Nay: 0 Member Costain moved and Member Klein seconded with all present members voting in favor to approve Commissioner McWilliams for the Secretary position. Aye: 7 Nay: 0 ROUNDTABLE Member Means —Thankful for staff and experiences with them. Advisory Parks and Recreation Commission May 20, 2024 Page 3 Member Hamlin — Appreciated Holz Farm Spring Festival and son especially appreciated the bread. Also went to Hay Lake and had a great fishing experience. Expressed interest in the Thompson Reuters development plan and would like to conserve the prairie land area. Member Klein —Thanked Park and Recreation team members for Holz Farm Spring Festival setup. Member McWilliams — Wanted to thank Adam Schnaible for his advice on landscaping for their residential lot. Husband was very complimentary of the ECC during his conference. Member Demartelaere —Thanked Parks team for amazing soccer fields conditions. Member Costain —Attended Art House ground breaking and found Raku interesting. DEPARTMENT UPDATES Assistant Director Flewellen presented highlights from recent and upcoming activities in the Eagan Parks and Recreation Department. ADJOURNMENT After further brief discussion, Member Hamlin moved, Member Hassen seconded with all members present voting in favor to adjourn the meeting.
