MINUTES OF MEETING OF AUGUST 19, 2024,
A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on
Monday, August 19, 2024 at Eagan City Hall. Commission Members present included Member Palmer,
Member McWilliams, Member Klein, Member Demartelaere, Member Costain, Member Hamlin, and
Member Hassen. Member Means was absent. Staff member present was Director of Parks and
Recreation Director Andrew Pimental and Assistant Director of Parks and Recreation Jared Flewellen.
APPROVAL OF AGENDA
Member Palmer asked if there were any changes to the agenda. Assistant Director Flewellen stated
there were none. Member Hamlin moved, Member Klein seconded, with all present members voting in
favor to adopt the agenda. Aye: 7 Nay: 0
APPROVAL OF MEETING MINUTES
Member Costain moved to approve the minutes from May 20, 2024 workshop, Member McWilliams
seconded, with all present members voting in favor to adopt the minutes. Aye: 7 Nay: 0

PRESENTATION
Cascade Bay & Eagan Civic Arena
Mark Vaughan, Facilities Superintendent along with team members Katt Parsons, Bob Keeney and
Connor Pfaltzgraff presented information, stats and highlights from Cascade Bay and Eagan Civic

Arena. The Civic Arena and Aquatics Division oversees the Eagan Civic Arena rentals and activities,
Cascade Bay and Cardio Bay.
OLD BUSINESS
Recreation Facilities and Projects Update
Assistant Director Flewellen presented the current status of the Recreational Facilities Plan in progress,
as well as, the communication plan associated with them. The update included a recap of the last
couple months recent activities regarding the projects as well as a forecasted timeline moving forward.
The projects discussed were the shelter and parking at Goat Hill Park, the Eagan Art House
reconstruction project, and the reinvestment project at ECC.
NEW BUSINESS

Assistant Director Flewellen presented the development application, the requesting approval of a
Comprehensive Guide Plan Amendment to allow 28 townhome units on property legally described as
Lot 1, Block 1, Mount Calvary Addition.
Member Klein moved, Member Hamlin seconded, to recommend to approve cash dedication for park
and trail dedication. Aye: 7 Nay: 0
2V Century Bank
Assistant Director Flewellen presented the development application, the applicant is requesting
approval of a Rezoning from R-1, Residential Single to PD, Planned Development and Preliminary
Planned Development to allow development of the site with a bank with drive -through upon
approximately 1.53 acres located north of Yankee Doodle Road and Heritage Lane, legally described as
Lot 1 and part of Lot 2, Block 2, Letendre Addition.
Member Hamlin moved, Member McWilliams seconded, to recommend to approve cash dedication for
park and trail dedication. Aye: 7 Nay: 0

Capital Improvement Projects
Parks and Recreation Director Andrew Pimental presented on the Capital Improvement Projects.
Annually the staff of the Parks and Recreation department work through a variety of meetings
throughout the spring and summer to coordinate projects that are built and completed that year, as
well as plan for the next five years of capital investment.
ROUNDTABLE
Member Hassen — Attended a large soccer event in St. Paul, with over 15,000 people in attendance.
Member Hamlin — Attended LakeFest event with family and was enjoyable.
Member Klein —Shared comments from friends about how great our programs and playgrounds are.
Had 80 attendees at Holz Farm for an event.
Member Costain — Visited parks and project sites and was impressed with the organization of them.
Member McWilliams — Shouted out to National Night Out staff and organizers.
DEPARTMENT UPDATES
Assistant Director Flewellen presented highlights from recent and upcoming activities in the Eagan
Parks and Recreation Department.
ADJOURNMENT
After further brief discussion, Member Hamlin moved, Member Costain seconded with all members
present voting in favor to adjourn the meeting. The meeting was adjourned at 8:14 p.m.
