MINUTES OF MEETING OF NOVEMBER 18, 2024
A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on
Monday, November 18, 2024 at Eagan City Hall. Commission Members present included Member
Palmer, Member McWilliams, Member Klein, Member Means and Member DeMartelaere. Member
Flamlin and Member Hassen were absent. Staff member present were Director of Parks and Recreation
Andrew Pimental, Recreation Superintendent Tanya Mozingo and Assistant Director of Parks and
Recreation Jared Flewellen.
APPROVAL OF AGENDA
Member Palmer asked if there were any changes to the agenda. Assistant Director Flewellen stated
there were none. Member McWilliams moved, Member DeMartelaere seconded, with all present
members voting in favor to adopt the agenda. Aye: 5 Nay: 0
APPROVAL OF MEETING MINUTES
Member Klein moved to approve the minutes from August 18, 2024 workshop, Member McWilliams
seconded, with all present members voting in favor to adopt the minutes. Aye: 5 Nay: 0

Tanya Mozingo, Recreation Manager presented information and highlights from the City of Eagan Parks
and Recreation Department — Recreation Division. The Recreation Division oversees Preschool, Youth,
Teen, Adults, in addition to, the Eagan Art House, Adult Athletics and Special Events.
OLD BUSINESS
Recreation Facilities and Projects Update
Recreation Superintendent and Assistant Director Flewellen presented the current status of the
Recreational Facilities Plan. The update included a recap of the recent activities regarding the projects
as well as a forecasted timeline moving forward. The projects discussed were the shelter and parking at
Goat Hill Park, the Eagan Art House reconstruction project, and the reinvestment project at ECC.
NEW BUSINESS
Commissioner Resignation
Commissioner Richard Costain formally announced his resignation from the Advisory Parks and
Recreation Commission effective October 15, 2024. Costain had been a commissioner since 2022.
Costain's commitment and dedication to the Commission is appreciated and City staff thank him for his
support and volunteerism.
Member Klein moved, Member McWilliams seconded, to Recommend to Approve resignation of
Commissioner Costain and Recommend to Approve Commissioner Silas out of the Alternate position.

Fee Schedule
Assistant Parks and Recreation Director Jared Flewellen presented fees for 2025. Fees presented
included were parks and trail dedication, pavilion rentals, athletic facilities, enterprise fund sites, etc.
Member Klein moved, Member DeMartelaere seconded, to Recommend to Approve 2025 Parks and
Recreation Fees as presented. Aye: 4 Nay: 1 (McWilliams)
Metcalf Park
Assistant Director Flewellen presented the development application, the applicant, PulteGroup, is
requesting approval of a Rezoning to from PF, Public Facilities, to PD, Planned Development, and a
Preliminary Planned Development to allow 245 multi -family apartment units, 66 multi -family senior
cooperative unit, 97 townhome units and 42 villa style twin home units, and a Preliminary Subdivision

to create 141 lots and four outlots upon approximately 35 acres for property located at 2250 Diffley
Road, generally located south of Diffley Road west of Trunk Highway 77 and east or Trunk Highway 13.
Member Klein moved, Member DeMartelaere seconded, to recommend to approve a mix of land and
cash dedication for park and trail dedication. Aye: 4 Nay: 1(McWilliams)
Trail End Commons
Assistant Director Flewellen presented the development application, The applicant is requesting
approval of Planned Development Amendment to allow 104townhome units, and a Preliminary
Subdivision to create 106 lots upon approximately 22.08 acres located at the southeast corner of
Yankee Doodle Road and Elrene Road.
Member DeMartelaere moved, Member Means seconded, to recommend to approve trail installation
for trail dedication. Aye: 5 Nay: 0
ROUNDTABLE
Member Palmer — Appreciation of Park Maintenance despite the weather conditions throughout the
year. Also, thank you to Member Costain for his service and Member Means for his appointment.
Member Klein — Promoted upcoming Holz Farm events and thanked staff for improvements to facility.
Member McWilliams —Shouted out to Eagan Art House staff for their flexibility with activities.
DEPARTMENT UPDATES
Director Pimental presented highlights from recent and upcoming activities in the Eagan Parks and
Recreation Department.
ADJOURNMENT
After further brief discussion, Member McWilliams moved, Member Klein seconded with all members
present voting in favor to adjourn the meeting. The meeting was adjourned at 7:57 p.m.
