Zoning Verification - 3181 Dodd Rd Parking LotMidwest Tile Marble & Granite May 23, 2025 3181 Dodd Rd Eagan, MN 55121 Re: Minimum Parking Lot Requirements To Whom It May Concern, The City of Eagan previously contacted you noting that the property above does not meet the minimum number of striped parking spaces or the minimum dimensions required for parking spaces. City Code section 11.70, Subd. 5 states that property owners are required to provide a minimum number of off-street parking spaces with 10-foot x 19-foot dimensions in the parking lot. Although the parking lot may have been re-striped, none of the parking spaces comply with the minimum dimensions required in City Code. However, the approved Site Plan for the property depicts a 40-foot-wide parking lot and a 24-foot-wide drive aisle for emergency access, which staff was able to confirm is being maintained. Given the narrow width of the parking lot, the property cannot meet both the minimum drive aisle- width requirement and the minimum parking space-width requirement. Although the parking lot is not striped per the requirements in City Code, the property will remain out of compliance, but the City will not pursue a code enforcement violation at this time. Staff will note the violation within property records, which may impact the property at the time of sale or refinance when zoning compliance is requested by lending institutions or title companies. Please be aware that this may hinder the property owner’s ability to sell or refinance the property. Additionally, at the time of a building permit or land use application (i.e. variance or conditional use permit), city staff will require the property owner to bring their property into compliance. To bring the property into compliance, the property owner would need to redesign the parking lot or apply for a Variance to meet the minimum parking lot standards required in City Code. Please note that a Variance request would require City Council approval.
