The Minnesota Pollution Control Agency (MPCA) Brownfields staff in the Voluntary Investigation and
Cleanup (VIC) Program has reviewed the Pre -Demolition Environmental Investigation Work Plan (Work
Plan) submitted for the Unisys Eagan site, located at the address referenced above (the Site). The Work
Plan dated May 23, 2025, was submitted on your behalf by Braun Intertec Corporation.
The Site is a 39.01 -acre parcel that is developed with several vacant structures, including a 335,300 -
square -foot multi -story data center building known as Building J, a generator building, and an irrigation
control shed. A City of Eagan pump/well house is also located on the Site. From approximately 1982 to
1991, Building J was operated by Unisys Corporation (formerly Sperry/Univac) as a semi -conductor
manufacturing facility. From 1991 through 2022, the site was occupied by Northwest Airlines, later Delta
Airlines, and was used primarily as a computer data center. The property was sold to Digital Realty in
2013 and remained under their ownership until the Dakota County Community Development Agency
(CDA) acquired it in August 2024. Since January 2022, the buildings have been unoccupied.
In the short term, the CDA plans to demolish the three vacant buildings on the Site—Building J, the
generator building, and the irrigation control building—to address ongoing safety concerns, eliminate
maintenance costs, and prepare the property for redevelopment. The CDA eventually intends to
redevelop a portion of the Site with a mix of senior and affordable multifamily residential housing, with
the remainder of the Site potentially sold to private developers for complementary commercial or
residential use. The purpose of this Work Plan is specifically to support demolition activities at the Site,
along with a pending Construction Contingency Plan that will be submitted under separate cover.
Additional investigation of the Site will likely be necessary to support future redevelopment.

to any release or threatened release or create an imminent and substantial danger to public health
and welfare.
2. No MPCA assumption of liability
The MPCA, its Commissioner and staff do not assume any liability for any release, threatened
release or other conditions at the Site or for any actions taken or omitted by the voluntary party
with regard to the release, threatened release, or other conditions at the Site, whether the actions
taken or omitted are in accordance with this letter or otherwise.
3. Letter based on current information
All statements, conclusions and representations in this letter are based upon information known to
the MPCA Commissioner and staff at the time this letter was issued. The MPCA Commissioner and
staff reserve the authority to modify or rescind any such statement, conclusion, or representation
and to take any appropriate action under his authority if the MPCA Commissioner or staff acquires
information after issuance of this letter that provides a basis for such modification or action.
4. Disclaimer regarding use or development of the property
The MPCA, its Commissioner and staff do not warrant that the Site is suitable or appropriate for any
particular use.
5. Disclaimer regarding investigative or response action at the property
Nothing in this letter is intended to authorize any response action under Minn. Stat. § 1156.17,
subd. 12.
