02/11/2025 - City Council SpecialCity Council Meeting Minutes February 11, 2025 Page 1 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL Eagan, Minnesota February 11, 2025 A Special City Council meeting was held on Tuesday, February 11, 2025 at 5:30 p.m. in the Eagan Room at City Hall. Present were Mayor Maguire, Councilmembers Bakken, Hansen and Supina. Councilmember Field attended remotely. Also present: City Administrator Miller, City Planner Mike Schultz. I. ROLL CALL AND ADOPTION OF THE AGENDA Mayor Maguire called the meeting to order at 5:30 p.m. Councilmember Bakken moved and Councilmember Supina seconded a motion to adopt the agenda as presented. Aye: 4, Nay:0; Motion Carried II. VISITORS TO BE HEARD There were no visitors to be heard. III. JOINT MEETING WITH EAGAN LEGISLATORS Mayor Maguire invited members of Eagan’s Legislative Delegation to introduce themselves and speak about priorities for the upcoming session. Representative Liz Reyer (House District 52A), Senator Erin Maye Quade (House District 56), and Senator Jim Carlson (Senate District 52) were present and spoke about priorities for the coming session. Anne Finn from the League of Minnesota Cities, Tom Poul representing the Minnesota Legislative Commission, and Patricia Naumann with Metro Cities were also in attendance. Representative John Huot (House District 56B) and Representative Bianca Virnig (House District 52B) were unable to attend. IV. CONCEPT PLAN: BLUE CROSS BLUE SHIELD SITE Mayor Maguire introduced City Planner Schultz, who reviewed the Concept Plan for the site and shared details on the applicant's proposal. Mr. Schultz then passed the discussion to Tom Shaver and Steve Schwanke, who presented information related to truck traffic, employment numbers, office space location, and the project timeline. The Council asked questions on potential noise and aroma nuisances, grading, building height, traffic circulation, and future uses on the south parcel. V. FUNFEST UPDATE Mayor Maguire handed the floor to Andy Schmitz, who introduced the Funfest Executive Committee: Marie Olson, Mike Frederick, and Brent Cory. They discussed the purpose of Funfest and raised concerns about capacity. Mr. Schmitz addressed issues impacting the Festival Grounds, including nearby redevelopment, reduced parking, and increasing crowd sizes, which pose risks to safety and enjoyment. The 2025 budget was reviewed and potential options to address the concerns were discussed. Mr. Schmitz expressed gratitude for the city’s support. VI. ADDITIONAL BUSINESS A.
