03/11/2025 - City Council SpecialCity Council Meeting Minutes March 11, 2025 Page 1 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL Eagan, Minnesota March 11, 2025 A Special City Council Meeting was held on Tuesday, March 11, 2025 at 5:30 p.m. in the Eagan Room of Eagan City Hall. City Councilmembers present: Mayor Maguire, Councilmembers Fields, Bakken, Hansen, and Supina. City staff present: City Administrator Miller, Assistant City Administrator Alig, Director Pimental, Sustainability Coordinator Catano, and Director Hutmacher. I. Roll Call and Adopt the Agenda Councilmember Fields moved, Councilmember Hansen seconded a motion to adopt the agenda. Aye: 5, Nay: 0. Motion carried. II. Visitors To Be Heard There were no visitors to be heard. III. Community Conversations – Student Conference Mayor Maguire introduced the item and invited Assistant City Administrator Alig to provide additional details. Ms. Alig then handed it over to Paula and Robin, consultants from the Finding Human Institute. Robin shared details about their World Cafe Conference and introduced students from local schools in the Eagan district. Students from Two Rivers High School shared feedback on their experience at the World Cafe Student Conference. IV. Climate Action Plan Update Mayor Maguire introduced the item and invited Parks and Recreation Director Pimental to provide more details. Director Pimental expressed gratitude to the Council and community for their support and engagement before handing it over to Sustainability Coordinator Catano to discuss the Climate Action Plan. Ms. Catano requested the Council’s input on the draft plan to make any necessary adjustments. She noted that the final plan will be presented for approval on April 15, 2025. Ms. Catano then introduced Ted Redmond, Founder of PaleBLUE Dot, who provided an overview of the planning process, strategies, actions, and a City Council Meeting Minutes March 11, 2025 Page 2 timeline for the Climate Action Plan. Councilmember Hansen thanked everyone for their hard work and effort in developing the Climate Action Plan. V. Parks Master Plan Update Mayor Maguire introduced the item and invited Director Pimental to provide more details. Director Pimental then introduced Kevin Clark, a consultant with HKGI , who gave an overview of the Parks Master Plan, including its purpose. Details were provided, including initial observations, an assessment of park conditions, park accessibility, and feedback from the community. The plan's accomplishments were discussed, along with projected population growth related to plans for future park maintenance and replacement. Director Pimental opened the floor for comments or questions form Council. Comments were shared regarding the need for indoor sports space, as well as concerns about population growth and the land required to meet housing needs without encroaching on green spaces. VI. Alternative Landscaping Ordinance Review Mayor Maguire introduced the item and invited Director Hutmacher to provide further details. A presentation was shared, outlining Minnesota Statutes definition of and requirements for managed natural landscapes. It was noted that the current city code is inconsistent with state legislation adopted in 2023. An ordinance amendment was drafted and presented to the Council. Questions were raised regarding the registration process for managed natural landscapes and whether they are transferable upon the sale of a home, if there are spacing requirements from buildings, and other related concerns. Director Hutmacher stated that the city ordinance must be amended to be consistent with state law. The intent of the ordinance amendment is to provide direction to property owners wanting to implement managed natural landscapes and tools for staff to enforce ordinance provisions. Director Hutmacher stated that she would work with the City Attorney to provide feedback to Council questions and revise the draft ordinance amendment as necessary. VII.
