MINUTES OF A SPECIAL MEETING OF
THE EAGAN CITY COUNCIL
Eagan, Minnesota
May 13, 2025
5:30 p.m.
A Special City Council Meeting was held on Tuesday, May 13, 2025 at 5:30 p.m. in the Eagan
Room of Eagan City Hall. City Councilmembers present: Councilmembers Fields, Bakken,
Hansen, and Supina. City staff present: City Administrator Miller, Public Works Director
Matthys, Finance Director Feldman, Deputy Public Works Director Plath, City Engineer Nelson,
Water Resources Manager Olson, Street Superintendent Brooker and Utility Superintendent
Grossman.
I.ROLL CALL AND ADOPTION OF THE AGENDA
Councilmember Bakken moved; Councilmember Hansen seconded a motion to adopt the
agenda. Aye: 4, Nay: 0. Motion carried. Mayor Maguire arrived after the agenda adoption.
II.VISITORS TO BE HEARD
No visitors to be heard.
III.WINTER TRAIL MAINTENANCE
Director Matthys introduced the agenda item and presented a detailed map outlining the
designated plowing areas proposed for winter trail maintenance. City staff provided an annual
review of the Winter Trail Maintenance Plan, originally adopted by the City Council in 1998. The
plan allows for yearly reconsideration of trail segments designated for winter maintenance.
Initially, 56 of 110 miles were maintained through contractors; the program has since expanded
in response to growth and community requests. Currently, 92.86 of 135.43 miles (69%) of
transportation trails are maintained by City staff and equipment, with an additional 6.28 miles
of other trail types maintained collaboratively.
No formal citizen petitions were received this past year that met policy criteria. Staff presented
approximately 1.19 miles of new trail segments constructed or planned for 2025 for potential
inclusion in the 2025–2026 maintenance plan, pending Council direction.
Council expressed support for including Routes 3 and 4, a total of 0.95 additional miles, and
indicated no support for Routes 1 and 2, at this time.
IV.SPECIAL ASSESSMENT POLICY/ PAVEMENT MANAGEMENT PROGRAM
Director Matthys summarized the discussion at the recent Public Works Committee meeting
that included consideration of potential revisions to the City’s Pavement Management Program
(PMP) and Special Assessment Policy, originally established in 1989 and 1991 respectively.
Proposed updates include:
•Amending the Special Assessment Policy to include curb and gutter costs as assessable
components of street improvement projects, consistent with practices in neighboring
cities. The revision would increase residential and commercial/industrial assessments
slightly, while annually generating additional revenue for the Major Street Fund to
expend on proposed Capital Improvement Plan (CIP) street improvements.
•Extending the PMP street life expectancy from 60 years to 80 years to better align with
utility life cycles and optimize long-term maintenance costs. The ultimate goal would be
to achieve a 100-year life expectancy.
The Public Works Committee recommended both changes, and Council directed staff to
bring the proposed revisions forward for formal action at a future regular Council meeting.
V. TRANSPORTATION SAFETY EFFORTS
Director Matthys highlighted collaborative efforts of the Police and Public Works
Departments with ISD 196 staff on transportation and traffic safety enhancements for
vehicles, pedestrians, and bicyclists, with a focus on areas near ISD 196 schools.
Key updates include:
•Safe Streets & Roads for All (SS4A) - Safety Action Plan: The City received a $100,000
federal Planning Grant to develop a comprehensive Action Plan aimed at preventing
roadway fatalities and serious injuries. A draft Action Plan will be presented to the City
Council by the end of 2025.
•Safe Routes to School (SRTS): The City is partnering with Oak Ridge, Woodland,
Pinewood, and Deerwood Elementary Schools to implement safety improvements. A
$50,000 grant was awarded to support this work, and a kickoff meeting was held in March
2025.
•ISD 196 School Zone Traffic Safety Study: In response to safety concerns, the City and
ISD 196 entered into a Joint Powers Agreement to conduct traffic studies at school sites,
sharing costs equally ($130,000 total). These studies will inform future CIP improvements.
Site specific updates included:
Eagan High School Activity Center - Planned activity center addition will modify parking
and may alleviate queuing and neighborhood parking issues.
Thomas Lake Elementary Site Traffic Improvements - Current review to address drop-
off and pick-up congestion; collaborative discussions may impact timeline and scope.
VI.PUBLIC WORKS 5-YEAR CIP (2026-2030)
Director Matthys presented the draft Public Works Department’s 5-Year Capital Improvement
Plan (CIP) for 2026–2030, which serves as the City’s annual planning guide for capital
investments for Public Works Infrastructure. Council reviewed and affirmed the draft plan.
Maps detailing the proposed improvements for 2026 and 2027 were provided separately.
Council directed the CIP to be brought forward for formal consideration at the June 3, 2025,
regular Council meeting.
