Based on a review of the discharge request form submitted on 7/25/2025, and the analytical results
dated 6/27/2025, Metropolitan Council Environmental Services hereby approves the discharge of
contaminated groundwater from sump during building demolition. This discharge approval is
subject to the following conditions:
Approved Volume:500,000 Gallons1.
Maximum Discharge Rate:5000 GPD2.
Effective Dates of Approval:08/01/2025Start Date:End Date:12/31/20253.

Discharge Conditions:During a typical discharge day, four representative grab samples shall be
collected, composited into a daily composite sample which is then analyzed for
total suspended solids (TSS), chemical oxygen demand (COD) and pH.

= Rain-event shutdown: If a Severe Thunderstorm Warning is issued that includes this site,
then the special discharge must cease for a minimum of 4 hours, or as directed by the City.

=A $150.00 Special Discharge Request fee will be invoiced separately via email.

This is a short term approval only for the wastewater described herein and is limited to the
Responsible Party's site designated above. It does not release the Responsible Party from
any conditions and/or regulations set forth by the MPCA, the City in which the discharge
takes place, and/or any other agency that regulates the wastewater being discharged. In
addition, this approval does not release the Responsible Party or any consultant/contractor
involved from any subsequent liabilities associated with conducting this discharge. If the
wastewater discharge is expected to continue beyond the terms of this approval, the
Responsible Party shall submit a new request form and analytical data to Envionmental
Services 60 days prior to expiration.

Local pretreatment standards for metals and cyanide are the maximum for any 24
hour period.
pH standards are continuous and apply at all times.
Prohibited Waste Discharges
Prohibited wastes are specific in Waste Discharge Rule 406 and include, but are not
limited to the following: (a) Flammable, explosive and corrosive wastes, gasoline, fuel
oil, lubricating oil, hydraulic oil, motor oil, or grease; (b) Wastes that are likely to
obstruct the flow within public sewers: grease, fat or oil of animal or vegetable origin,
solid wastes, garbage, guts, bones, ash, sand, rags, lime, metal, wood, plastic, glass,
or yard wastes; (c) Wastes that are likely to cause interference, pass-through, or
operational problems: slug discharges, toxic chemicals, poisons, dyes, or inks; (d)
Wastes that are likely to cause a public nuisance: noxious, malodorous, or foam
producing substances; (e) Hazardous wastes, as defined by Minnesota Statutes; and
(f) Waste generated outside of the Metropolitan Area.
