Regular City Council Meeting Minutes
Tuesday, September 16, 2025
6:30 p.m.
Eagan City Hall, Council Chambers
3830 Pilot Knob Road, Eagan, Minnesota 55122
A Listening Session was held at 6:00 p.m. prior to the Regular City Council meeting.
Present were Mayor Maguire, Councilmembers Supina, Fields, Bakken and Hansen.
A Regular Eagan City Council meeting was held on Tuesday September 16 , 2025, at 6:30
p.m. Present were Mayor Maguire, Councilmembers Supina, Hansen, Fields and Bakken.
Also present: City Administrator Miller, City Attorney Bauer, Public Works Director Matthys
and City Planner Schultz.
II. ADOPT AGENDA
Councilmember Bakken moved and Councilmember Supina seconded a motion to
adopt the agenda as presented.
Aye: 5, Nay:0 ; Motion Carried.
III. RECOGNITIONS AND PRESENTATIONS
There were no recognitions and/or presentations.
IV. CONSENT AGENDA
Mayor Maguire called for any members of the public wishing to request separate
action on agenda items. A member from the gallery asked that item.I be pulled for
further discussion. He expressed concern regarding the cost of advance warning
signs and accessible crosswalks. It was noted that future contractors will be
informed to consider accessibility impacts when multiple crosswalk intersections
are under construction simultaneously.
Councilmember Fields moved and councilmember Supina seconded a motion to
adopt the consent agenda as presented.
A. This item was pulled from the agenda.
B. There were no personnel items.
C. It was recommended to ratify the following check registers:
• Council Check Summary Week Ending August 29, 2025
• Council Check Summary Week Ending September 5, 2025
D. It was recommended to approve the following ordinary and customary
contracts:

Nightlights at Galaxie Library on January 22, 2026
• Community Tree Lighting Entertainment Contract
• Approve S2 Lenel Systems Access Control Software
Upgrade and Support Plan for the remainder of 2025-2026
E. It was recommended to accept the following donations:
• $2500 from Walmart to support the Police Department’s
Shop with a Cop Program.
F. It was recommended to RECEIVE Draft Final Assessment Report for
Project 1371, Erin Drive/ Erin Lane, and Schedule a Public Hearing for
October 21, 2025
G. It was recommended to RECEIVE Draft Final Assessment Report for
Project 1566, Birch Park/ Windcrest/Denmark Ave/ Deerwood Dr, and
Schedule a Public Hearing for October 21, 2025
H. It was recommended to RECEIVE Draft Final Assessment Report for
Project 1569, Harvey 1 & 2/ Burrview Acres/ Hwy 55 Frontage/
Cherrywood, and Schedule a Public Hearing for October21, 2025
I. It was recommended to RECEIVE Draft Final Assessment Report for
Project 1571, Ridgecliffe 1st/ Berkshire Ponds/ Parkridge/ Safari/
Covington Ln, and Schedule a Public Hearing for October21, 2025
J. It was recommended to RECEIVE Draft Final Assessment Report for
Project 1573, Sunset/ Northview Meadows/ Overview Estates/ Saddle
Horn/ Daniel Dr/ Lexington Pointe Pkwy/Patrick Rd, and Schedule a
Public Hearing for October 21, 2025
K. It was recommended to AWARD Contract 25-14, Cedar Grove Parking
Garage Landscaping Improvements
L. It was recommended to APPROVE Plans & Specifications Contract 26-04,
Chloe Lane Sanitary Lift Station Rehabilitation and Schedule Bid
Opening
M. It was recommended to APPOINT the Minnesota Office of Administrative
Hearings as the hearing officer for appeals related to rental licensure.
N. It was recommended to ADOPT Resolution authorizing the execution of
an Amended and Restated Housing Improvement Area Development
Agreement between the City and the Townhomes of Widgeon Woods

O. It was recommended to AUTHORIZE the Finance Director to approve
future opioid payments under the national settlement program
P. It was recommended to APPROVE Final Payment for City Contract 24-53
(Davis Mechanical) for Eagan Art House, City Project 1558.
Q. It was recommended to DIRECT Preparation of an Ordinance Amendment
to City Code Chapter 6,Section 6.56 Cannabis retail business
registrations
R. It was recommended to DIRECT Preparation of an Ordinance Amendment
to City Code Chapter 11,Subd. 36 Cannabis businesses and temporary
cannabis events
S. It was recommended to APPROVE a Resolution to Temporarily Extend the
Licensed Premise of the On Sale Taproom License issued to Bald Man
Brewing, Inc.
