A Special City Council Meeting was held on Tuesday, August 11, 2025 at 5:30 p.m. in the
Eagan Room of Eagan City Hall. City Councilmembers present: Mayor Maguire,
Councilmembers Fields, Hansen and Supina. Councilmember Bakken was absent. City
staff present: City Administrator Miller, Communications Director Sara Horwath, Assistant
Finance Director Brent Foiles, Assistant City Administrator Sarah Alig and Finance Director
Josh Feldman.
I. ROLL CALL AND ADOPTION OF THE AGENDA
Councilmember Hansen moved and councilmember Fields seconded a
motion to adopt the agenda as presented.

II. VISITORS TO BE HEARD
No visitors to be heard.
III. 2025 COMMUNITY SURVEY RESULTS
City Administrator Miller introduced the item and invited Director Horwath to
present the Community Survey Results conducted by the National Research
Center. This survey is completed every two years in partnership with an
independent research firm to provide feedback from residents. The purpose
of the survey is to offer the City Council and staff meaningful insights into
residents’ views on livability, community characteristics, and city services.
Highlights of the presentation included:
• In November 2024, survey invitations were mailed to over 3,000
randomly selected households.
• A total of 423 surveys were completed, resulting in a 15%
response rate.
• The data has a margin of error of ±5% at a 95% confidence level.
Director Horwath was available to answer questions.
IV. 2026-2027 GENERAL FUND BUDGET
City Administrator Miller introduced the item, noting several complexities in
preparing the 2026–2027 General Fund Budget and Operating Levy. These
included rising health insurance costs, the addition of state required paid
family and medical leave, the phasing in of incremental approved in 2023,
and bonding costs related to the renovation of the Eagan Community Center.
Miller stated that the current budget presentation aligns with the direction
provided by Council at the June 10, 2025 Special Council Meeting. Miller
invited Director Feldman to provide a high-level overview of the proposed
2026–2027 General Fund Budget. She noted that additional details are
available in the budget memo and departmental budget book. Director
Feldman was available for questions.
