SPECIAL CITY COUNCIL MEETING MINUTES

EAGAN ROOM – EAGAN MUNICIPAL CENTER
A Special City Council Meeting was held on Tuesday, June 10, 2025 at 5:30 p.m. in the
Eagan Room of Eagan City Hall. City Councilmembers present: Mayor Maguire,
Councilmembers Fields, Bakken, Hansen, and Supina. City staff present: City
Administrator Miller, Sustainability Coordinator Catano, Assistant Finance Director Foiles,
and Director Hutmacher.
I. ROLL CALL AND ADOPTION OF THE AGENDA
Councilmember Hansen moved and Councilmember Fields seconded a motion to
adopt the agenda as presented.
Aye: 5, Nay: 0 ; motion carried.
II. VISITORS TO BE HEARD
Mayor Maguire called for members of the public wishing to speak on items not on
the agenda. No visitors were present.
III. MVTA UPDATE
Mayor Maguire introduced Luther Wynder, Chief Executive Officer of the
Minnesota Valley Transit Authority (MVTA), who provided an organizational
update. Mr. Wynder was joined by MVTA Community and Economic
Development Director Joy Stetson.
Mr. Wynder delivered a presentation outlining current route services,
ridership statistics and demographics, and future service planning efforts.
He noted that the 2023 Legislative Session resulted in an additional $450
million in annual transit funding. However, the current funding model, which
is based on ridership, allocates only 2.18% to MVTA.
Wynder noted MVTA is advocating for a statutory dedication of sales tax revenue
using the MVST (Motor Vehicle Sales Tax) model, which would provide more
stable and equitable funding for suburban transit providers. Under this model,
MVTA’s allocation would increase to approximately $27 million annually.

IV. CDA HOUSING NEEDS ASSESSMENT
Tony Schertler, Executive Director of the Dakota County Community Development
Agency (CDA), introduced Patrick Bowen of Bowen National Research to present the
findings of the Dakota County Housing Needs Assessment.
Mr. Bowen’s presentation included:
An overview of the executive summary of the countywide assessment
A detailed summary of the Eagan-specific addendum
A comparison between projected housing needs and Met Council’s 2050
forecasts
The presentation highlighted current housing inventory, identified gaps in housing
availability, and outlined projected inventory needs across multiple housing types.
V. JOINT MEETING WITH SEAC / CLIMATE ACTION PLAN WORK PLAN
Sustainability Coordinator Catano introduced the members of the SEAC. Members
present were Ian Ziese, chair, Dan Robicheaux, vice chair, Sara Patrick, secretary,
Don Vasatka, Bill Raker, Peggy Korsmo-Kennon, and Joy Nicolai. Members of the
SEAC took turns introducing themselves. Sustainability Coordinator Catano and
SEAC members presented on the 2025-2026 goals for the commission. The Council
thanked staff and the commission for their ongoing work.
Sustainability Coordinator Catano presented an overview of the 2025 budgeted
expenses and provided a brief summary of the Climate Action Plan. The
presentation focused on Phase 1 of the plan, including the 2026–2027 workplan and
the prioritization of key actions.
Councilmember Supina expressed support for the plan and thanked staff for their
commitment. A question was raised about whether other cities have inquired about
the city's planning and implementation efforts; Ms. Catano confirmed that two
cities have reached out. Councilmember Hansen also voiced support and
suggested refining the plan's visionary language, specifically recommending a
clearer definition of "clean energy" for future planning.
VI. 2026-2027 BUDGET AND TAX LEVY UPDATE
City Administrator Miller introduced the item and invited Assistant Finance Director
Foiles to present. Mr. Foiles provided a high-level overview to set the foundation for
Council feedback, with a more detailed discussion scheduled for the August
Workshop. The presentation covered Capital Replacement Funds, investments in
recreation facilities, and funding for communications. Mr. Foiles also noted that
legislative and personnel factors will impact future budget cycles.

City Administrator Miller requested to rescind her resignation from the City of
Eagan, noting her strong desire to continue as Eagan’s City Administrator.
Councilmember Fields moved, and Councilmember Bakken seconded, a motion to
approve the rescission.
Aye: 5, Nay: 0; Motion carried.
VIII. ADJOURNMENT
Councilmember Hansen moved and Councilmember Bakken seconded a motion to
adjourn the meeting.
