MINUTES OF A SPECIAL MEETING OF
THE EAGAN CITY COUNCIL
Eagan, Minnesota
October 8, 2025
A Special City Council Meeting was held on Wednesday, October 8, 2025 at 5:30 p.m. in the
Training Room of Eagan City Hall. City Councilmembers present: Mayor Maguire,
Councilmembers Bakken, Fields, Hansen and Supina. City staff present: City Administrator
Miller, Human Resources Director Swenson. Also present was Tom Davis of GMP Consultants.
I. ROLL CALL AND ADOPTION OF THE AGENDA
The meeting was called to order by Mayor Maguire.
II. VISITORS TO BE HEARD
There were no visitors to be heard.
III. INTERVIEW EAGAN POLICE CHIEF FINALISTS
The City Council interviewed Police Chief candidates Commander Salim Omari and Lieutenant
Bryan Johnson. Following the interviews, the Council deliberated and shared their respect and
appreciation for both applicants.
Upon completion of their deliberation, the Council unanimously directed staff to make a
conditional offer of employment to Commander Omari.
V. ADJOURNMENT
Councilmember Fields moved and Councilmember Supina seconded a motion to
adjourn the meeting.
Aye:5, Nay:0; Motion Carried.
The meeting adjourned at 8:45 p.m.
