MINUTES OF A REGULAR MEETING OF
THE EAGAN CITY COUNCIL
Eagan, Minnesota
December 2, 2025
A Listening Session was held at 6:00 p.m. prior to the regular City Council meeting. Present were Mayor
Maguire, Councilmembers Supina, Bakken and Fields. Councilmember Hansen was absent.
A regular Eagan City Council meeting was held on Tuesday December 2 , 2025, at 6:30 p.m. Present were
Mayor Maguire, Councilmembers Supina, Bakken, and Fields. Councilmember Hansen was absent. Also
present: City Administrator Miller, City Attorney Bauer, Finance Director Feldman, Assistant Finance
Director Foiles and Community Development Director Hutmacher, City Planner Schultz and Director of
Public Works Matthys.
II. ADOPT AGENDA
Councilmember Bakken moved and Councilmember Fields seconded a motion to adopt the
agenda as presented.

III.RECOGNITIONS AND PRESENTATIONS
A.Swear in and Administer the oath of office to Police Chief Salim Omari
Administrator Miller introduced Chief Omari and highlighted his career accomplishments and
educational background. The Oath of Office was administered. Following the oath, Chief Omari
thanked the Mayor, City Council, Eagan staff, the Police Department, and the Eagan community
for their support

Mayor Maguire called for any members of the public wishing to request separate action on
agenda items. Hearing none; Councilmember Bakken moved and Councilmember Supina
seconded, a motion to approve the balance of the Consent Agenda.

V.PUBLIC HEARINGS
A.2026 Budget and Tax Levy Adoption
Administrator Miller introduced the item and turned it over to Finance Director Feldman for
additional information. Director Feldman presented the first-year budget calendar and
provided an overview of budget activities. He provided a high-level review of the 2026
budget including the rationale for the levy through 2027, which incorporates the addition of
two new staff positions (one mechanic and one GIS supervisor) and a reduction of 0.6 FTE in
a clerical technician role. Feldman outlined the primary drivers of the proposed 8.9 percent
tax levy increase, including personnel costs, the State of Minnesota Paid Leave Program,
Dakota 911 and LOGIS partnerships, and IT maintenance and software costs. He also
reviewed changes in the average total tax for residential homestead properties and
summarized Eagan’s property tax history from 2022–2026, noting that Eagan remains below
the 18-city average. A question from council was raised regarding the projected impact of
new business re-development on tax revenue and when it would be realized. Director
Feldman clarified that he is not a tax assessor and could not provide a definitive timeline;
however, based on his experience, increased tax revenue from significant new development
is typically realized after approximately 18 months, depending on several variables. He
concluded by highlighting Eagan’s strong tax base and its excellent Moody’s rating and
remained available for further questions.
Mayor Maguire opened the public hearing and invited comments on the 2026 Budget and
Tax Levy Adoption.
Jason Nord, an Eagan resident, expressed appreciation for the Council’s service but stated
concerns about the affordability of the proposed tax increase. He suggested continuing the
hearing to December 16 and recommended reducing staffing costs by $2 million to lower
the budget.
Another Eagan resident asked whether redevelopment of major commercial properties,
such as the Thomson Reuters and Blue Cross sites, would help offset residential tax burdens.
Community Development Director Hutmacher responded that, over the past 10–15 years,
more people now live in Eagan than work in Eagan, though the city continues to have a
substantial employment base. She noted that the redevelopment is not expected to
produce a significant impact on the tax base.

A third resident, a former Eagan Civic Center staff member, inquired about the city’s use of
artificial intelligence in the current and future budgets. Administrator Miller outlined current
AI applications, including police report writing, pavement management, communications,
and accessibility enhancements.
Councilmember Supina moved and Councilmember Bakken seconded a motion to continue
the public hearing to the December 16, 2025 meeting with formal action taken on the
budget on that date.

B.2026 Fee Schedule Adoption
Administrator Miller introduced the item and provided a brief history before turning the
presentation over to Assistant Finance Director Foiles. Foiles summarized the proposed
changes, which include increases to parks and recreation facility fees, utility rates, and
street and trail assessment rates. He also noted the addition of a new public fingerprinting
fee intended to offset associated costs, with separate rates proposed for Eagan residents
and nonresidents. Assistant Director Foiles remained available for questions.
Mayor Maguire opened the public hearing and invited questions and/or comments on the
2026 Fee Schedule Adoption. Hearing none; Councilmember Fields moved and
Councilmember Supina moved to close the public hearing and adopt a resolution approving
the 2026 Fee Schedule establishing fees for various City services, supplies and materials.

A.Ordinance Amendment to City Code Chapter 10 regarding Dog Licensing
Administrator Miller introduced the item and provided a brief history, noting a minor
change intended to ensure compliance with dog license issuance and to simplify the renewal
process. Parks and Recreation Director Pimental was available for questions.
With no questions from the Council or the public, Councilmember Fields moved, and
Councilmember Bakken seconded, a motion to approve ordinance amendment to City Code
Chapter 10 to change dog license period to two years from date of issuance.

B.CONDITIONAL USE PERMIT – Animal Dermatology Clinic - Joel Griffies, DVM - A
Conditional Use Permit to operate a specialty animal clinic within the Neighborhood
Business zone located at 2795 Pilot Knob Road.
Administrator Miller introduced the item and invited Planner Schultz to provide additional
information. Planner Schultz outlined the applicant’s request to operate a specialty animal
dermatology clinic at 2795 Pilot Knob Road. The proposed use is compatible with the
surrounding area and will occupy a vacant tenant space within the existing building. No site
modifications are proposed. The applicants were available for questions.
Mayor Maguire called for members of the public wishing to comment on the item. Hearing
none, Councilmember Bakken moved and Councilmember Fields seconded a motion to
approve a Conditional Use Permit (CUP) to allow an animal clinic upon property located at
2795 Pilot Knob Road, subject to the following conditions:

1.This Conditional Use Permit shall be recorded at Dakota County
within 60 days of approval by the City Council.
2.A Building Permit shall be obtained for the tenant buildout.
3.All signage shall comply with City Sign Code standards. A Sign Permit
shall be obtained prior to installation of any signs.
