MINUTES OF A SPECIAL MEETING OF
THE EAGAN CITY COUNCIL
Eagan Municipal Center - Eagan Room
November 10, 2025
A Special City Council Meeting was held on Tuesday, November 10, 2025 at 5:30 p.m. in
the Eagan Room of Eagan City Hall. City Councilmembers present: Mayor Maguire,
Councilmembers Fields, Bakken, Hansen, and Supina. City staff present: City
Administrator Miller, Director Matthys, Director Hutmacher, and Assistant Director Foiles.
I. Roll Call and Adopt the Agenda
Mayor Maguire called the Special Meeting to order.
Councilmember Bakken moved, seconded by Councilmember Hansen, to adopt
the agenda as presented.

II. Visitors to Be Heard
Sally Smith, a resident, spoke in opposition to the development at Elrene Road and
Yankee Doodle Road. She was referred to Community Development Director
Hutmacher for additional information and to address her questions.
III. 2026 EAGAN CONVENTION AND VISITORS BUREAU BUDGET
Brent Cory, President and CEO of the Eagan Convention and Visitors Bureau, along
with Marketing Director Shayna Keanaaina, provided an update on the upcoming
launch of the new, AI-optimized website. A question was raised regarding website
safety. Cory responded that they are working with a previously used vendor who has
a strong track record and has assured the site’s security. Cory also highlighted a 7%
increase in advertising and a 15% boost in promotions planned for 2026. It was
noted that the Ethiopian Soccer Tournament will also be hosted in Eagan. The 2026
proposed budget is expected to be presented at an upcoming Council meeting.
IV. 2050 COMP PLAN CONSULTANT FEEDBACK
Director Hutmacher provided background on the Metropolitan Council’s Imagine
2050 requirements. She noted that the City received its System Statement in
September 2025, which outlines population, housing, and employment forecasts,

along with guidance on required densities to support regional infrastructure and the
City’s affordable housing allocation. Hutmacher reviewed the major components of
the comprehensive plan update, which include a two -phase community
engagement plan (spring/summer 2026 and 2027), the future land use plan, a
special area concept plan, the housing plan, and the coordination and
consolidation of multiple master plans—such as parks and recreation, climate
action, transportation, and stormwater—into the overall master plan. She also
presented a proposed timeline and budget for development of the concept plan.
Hutmacher noted that cities are required to update their comprehensive plans
every ten years. The 2050 Comprehensive Plan must be submitted to the
Metropolitan Council by December 31, 2028, and amendments to the 2040 plan will
no longer be accepted after September 30, 2028. Council was in support of the
identified project components and deliverables as well as the RFP being placed on
the December agenda for consideration of approval. Council has no desire to make
any changes to the draft RFP’s.
V. HIGHWAY 3 CORRIDOR STUDY UPDATE
Director Matthys introduced the item and provided a brief history of the project,
noting that it involves improvements to a 12.5 -mile segment of Highway 3 from
160th Street in Rosemount to Highway 62 in Inver Grove Heights. A study is
currently underway, and an update was presented. Joe DeVore, a consulting
engineer from KLJ Engineering, joined the meeting to provide the study update,
noting that the study is approximately one-third complete. He reviewed the project
timeline and referenced information gathered from existing plans and prior studies.
A question was raised regarding the number of interactions conducted during the
Phase 1 engagement process, particularly near Pinewood Elementary School. Mr.
DeVore responded that approximately 300 interactions occurred across Eagan,
Rosemount, and Inver Grove Heights. Director Matthys noted that additional
feedback has been received from the community in that area and assured the
Council that staff will continue to communicate with affected residents. Updates to
Eagan’s land use and the city’s 2050 climate goals were discussed . A traffic safety
analysis has been completed and incorporated into the study. Additional
discussion included railroad crossings, potential access consolidation, long-term
capacity considerations for the railroad bridge west of Highway 149, and potential
impacts to wetlands in the area. Mr. DeVore will provide another update in
approximately six months, including implementation plans.

Councilmember Hansen moved and Councilmember Supina seconded a motion to
adjourn the meeting.
