JANUARY 23, 1986 _
A special joint meeting of the Eagan Advisory Planning Commission and
Eagan City Council was held on Thursday, January 23, 1986 at 7:00 p.m. at the
Eagan Municipal Center. Present were Mayor Bea Blomquist, Councilmembers '
Smith, Egan, -Wachter and Ellison, Planning Commission Chair Hall, Members
Trygg, Wilkins, Voracek and McCrea. Also present were City Administrator Tom
Hedges, City Planner Dale Runkle, Consulting City. Planner Voss, Planning

Intern Steve Schwanke, and City Attorney Paul Hauge.
AGENDA
Wachter moved, Wilkins seconded the motion to approve the Agenda as
presented. All voted in favor.
BLACKHAWK PARK PUD
City Planner Dale Runkle presented to the City Council a resume' of his
report dated January 21, 1986 concerning Blackhawk Park Planned Development.
The planning staff was directed at the last joint meeting to review certain
questions as follows:
1. The present alignment of I-35E has substantially altered the

geographic configuration of the Blackhawk Park Planned Development,
particularly in the north portion.
2. The present alignment of I-35E has reduced the number of housing units
permitted in the PD by approximately 415 units.
3. The developer has suggested four zoning changes: Parcel A - 6 acres,
from R-2 to Limited Business; Parcel B - 15 acres, Public Facilities to R-2;
Parcel C - 4 acres, from Neighborhood Business to R-4; Parcel D - 7 acres,
from Public Facilities to R-3.
4. The result of these rezonings, if considered and approved, would cause
a decline in -acreage zoned Public Facilities and an increase in R-2, R-3 and
R-4 development. There would be an increase of approximately 160 housing

units when compared with present zoning designations and a decline of
approximately 240 housing -units when compared to the 1977 agreement.
5. It was the opinion of the planning staff that the CTC Business site is
presently zoned R-2.

expanding Pilot Knob Road and therefore having minimal impact on Blackhawk
Park PD.
7. The developer has discussed with planning staff the possibility of
additional R-1 single family development but is not prepared to reveal the
plans at a public meeting.
Mr. Runkle went into further detail concerning each of the issues that had
arisen at the earlier meeting, including several exhibits attached to the
i packet, ana tables covering densities proposed, compared to 1977 agreement
: provisions. There was discussion by member Wilkins regarding a proposed
reduction in density from R-4 and R-3 on the west side of I-35E and north of
Blackhawk Lake.
Ed Dunn was present and explained that the curve line in the R-3 zone was
based upon an earlier street location and it would undoubtedly change. He
further stated that larger R-1 lots may be feasible north of Blackhawk Lake,
but was not prepared to commit a developer at the present time. He further
indicated that he was generally in agreement with Exhibits A through D.
There were questions about the amendment to the planned development and
the agreement, including land use designation and densities. Councilman Smith
suggested revisions to the area north of Blackhawk Lake also, ana stated it
r was important to schedule a public hearing on five area revisions in density.
It was further his opinion that the area north of Blackhawk Lake was greatly
impacted by the I-35E realignment and requires review and potential revision.
- There was a question by Chairman Hall whether this is a proper time to
change land uses unless the owner agrees, but it was noted there are material
changes in the planned development because of the freeway relocation and
therefore, there would not be a unilateral change in the contract.
Smith moved, Egan seconded the motion to schedule a public hearing before
the Advisory Planning Commission according to the Eagan ordinance at such time
as proposed by the staff, to consider amendments to the Comprehensive Plan in
relation to Blackhawk Park Planned Development, taking into consideration the
areas within the planners development reviewed and discussed by the Advisory
Planning Commission and Council. All councilmembers voted in favor.
COMMERCIAL AND INDUSTRIAL DEVELOPMENT
Assistant Planner Steve'Schwanke reviewed a January 23, 1986 memorandum
regarding commercial and industrial development issues within the City and
reviewed the impact the commercial development has on utility requirements,
employment opportunities, trip generation, traffic congestion, street capacity
and size and number of parking stalls. In addition, the impact on the type of
housing is an issue, including the type of employment. Certain deficiencies
in commercial development in the City include the lack of a 24-hour emergency
care facility, certain types of commercial services, discount store, auto
dealership, etc. He noted that the opening of the freeway will tend to give
direction to .specific uses.

City consulting planner John Voss was present and noted that certain
planning services will be required to change, including dealing with high-rise
building issues, freeway development, etc.
COMMERCIAL LAND USE CHANGES
Mayor Bea Blomquist called on City Attorney Paul Hauge to discuss the
recommendation regarding proposed changes in commercial land use designations
within the City. Both special counsel, Larkin, Hoffman, et al and the City
Attorney's office recommended that the City Council and Planning Commission
hear any proposals from developers from proposed commercial property and that
discussion take place. However, they proposed that no action be taken because
of the lawsuit brought by Robert O'Neil against the City regarding the O'Neil
property on the north side of Yankee Doodle Road requesting commercial land
use designation. Harold Sheff, attorney, appeared on behalf of Robert O'Neil
and requested that at some later time, he be given an opportunity on behalf of
his client, to make a presentation concerning the O'Neil property and the
Mayor agreed that this would be done.
NORTHWESTERN MUTUAL LIFE INSURANCE COMPANY
Tom Davis appeared and briefly reviewed with the City Council a parcel of
property at the intersection of I-35E and Lone Oak Road regarding some
proposed changes to the commercially planned property at that intersection.
The only modifications currently contemplated to that concept plan are the
substitution of a ,small convenience shopping center for the auto service use
and a motel for the central office building shown on the previous plan. No
official action was taken.
JAMES HORNE - PILOT KNOB ROAD
Mr. James Horne appeared concerning the impact of airline noise and
freeway noise, together with Pilot Knob, upon his property on the west side of
Pilot Knob Road. He suggested uses other than residential be allowed for the
property. Mr. Voss stated that it would be possible to better judge where the
noise impacts arise in the future, after the freeways have been open for a
period of time and that review of the parcels along the freeway, because of
noise impacts, may be required.
WILLIAM SOULES - I-35E AND CLIFF ROAD
William Soules, one of the owners of the 25 acre parcel at the southeast
quadrant of I-35E and Cliff Road was present and discussed with the Planning
Commission and councilmembers the fact that the property is designated as
Limited Business, but he stated that a higher use may be the best use for the
property, including that of a motel.. No change was requested, but there may
be a request in change of the zoning. There was discussion concerning the
critical area around the Zoo, which appears to encompass this parcel also.
Mr. Soules was given information about the possibility of the City requesting
a fire station site on the Soules' property.

CARL OLSON - THE LANCE COMPANY
Mr.- Carl- Olsof - -=appeared - concerning two parcels of property totaling
approximately 8 acres at the northeast quadrant of the southwest quarter of
Section 10, along I-35E and recommended that the parcel on the west side be
designated R-4 rather than R-3 and R-4. The parcel on the east side he
recommended be designated for industrial use. No action was taken.
MISCELLANEOUS COMMERCIAL PARCELS
Letters have been received from several commercial owners and developers
within the City without any formal request being made for action.
METRO DEVELOPMENT GUIDE - AIRPORT CHAPTER -
It was suggested that a. future joint meeting of the APC and Council
schedule on its agenda for consideration, the airport chapter of the
Metropolitan Development Guide.
NEXT JOINT MEETING
The next joint meeting of the Advisory Planning Commission and City
Council to discuss the Comprehensive Guide review was scheduled for March.11,
1986 at 7:00 p.m. at the Eagan Municipal Center.
