MINUTES OF A SPECIAL JOINT MEETING OF THE EAGAN CITY COUNCIL
AND EAGAN ADVISORY PLANNING COMMISSION
EAGAN, MINNES OTA
JULY 109 1986
A special joint meeting of the Fagan City Council and Advisory Planning
Commission was held on Thursday, July 10, 1986 at 6:30 p.m. at the Eagan
Municipal Center. Present were Mayor Blomquist and Councilmembers Smith,
Wachter, Egan and Ellison. Also present were City Finance Director Gene
VanOverbeke, Intern Cheryl Johanson, City Administrator Tom Hedges, and City
Attorney Paul Hauge. Mayor Blomquist chaired the meeting.
CAPITAL IMPROVEMENTS PROGRAM
Mayor Blomquist asked the City Administrator to review the draft 1987 to
1991 Capital Improvements Program for the City. Mr. Hedges introduced the
booklet, copies of which had been distributed to the City Council members, and
explained the planning function of the CIP. He indicated it was a draft
document only and pointed out that park acquisition and development was a
significant portion of the five-year CIP:
In addition, he discussed the capital improvement financing summary and
Gene VanOverbeke.gave projections regarding revenues in addition to reviewing
in some detail the financial summary of the program. He further reviewed the
existing funds and projected funds from miscellaneous sources that are
anticipated and `discussed with the City Council members the summary of the
proposed bonding over the five-year period. He noted that lateral improvement
assessment bond projections were not included because of their uncertainty.
There was discussion concerning the equipment requests by the departments
including financing through equipment certificates. Council members generally
opposed the use of equipment certificates for new equipment, but suggested
they be used primarily for replacement of equipment.
Other areas of discussion included the public works road capital
improvement requests and the proposed financing and there were questions as to
whether the road user charge would be required to be changed in order to
accomodate the potential demand.
Mr. Hedges indicated that the five-year.CIP will be implemented depending
upon the needs and the population changes and answered questions as -to which
items will be required and which areas are open for discretionary decision
making by the Council. He stated that the Council is the sole authority as to
the types of expenditures. He also noted that the future of the voluteer fire
department may have major changes in the scope and structure of the financing
for that department.

FREEWAY DISTRICT DESIGNATION
City Planner, Dale Runkle, reviewed with the members present the
definitions for a draft Freeway Development District amendment to the Eagan -
Zoning Code. He stated that the purpose is fairly restrictive, but that
flexibility would be incorporated into the ordinance. The proposal is to
leave commercial retail out of the freeway corridors, but rather to include
primarily office -type commercial uses unless tied in with service stations,
motels, etc. It was noted that the City has many miles of freeway. There
were concerns about the integration of the uses along all of the freeways.
One example of commercial, planned development is near the intersections
Highway 55, 1494 and Highway 49.
SHOPPING CENTER DEFINITIONS
A memo from John Voss dated July 7, 1986 with proposed definitions for
regional shopping centers, subregional shopping centers, community shopping
centers, and neighborhood shopping centers was reviewed. Joe Harrison was
concerned about the rationale for additional commercial retail uses and also
strip centers within the City indicating that it appeared that there are
sufficient retail centers proposed or in existence at the present time. Dale
Runkle indicated that the marketplace and financing will play an important
role in the development of such centers.
TOTAL HOUSING STOCK
Steve Schwanke reviewed with the members present the total housing stock
in the City and in addition the 1986 apartment projects proposed or under
construction. He noted that there has been a shift from multi -family units to
a greater percentage of single-family units in the City. In 1986 apartment
development has slowed down considerably as compared with 1985. He further
noted that the alternate housing in 1986 generally is smaller and mainly
owner -occupied.
There was a question as to whether changes in the residential character
category should -be reviewed including down zoning on specific parcels. The
need to review the impact.upon the area, including topography, density, etc.
are issues to consider if such revisions take place. Consultations with
developers and- also review of specific parcels to determine their best uses
should be elements of this study.
In addition, the comparison between the residential, commercial and
industrial acreage under the 1980 land use plan as compared with the proposed
1986 land use plan was discussed. Designation for the areas already approved,.
the changes from R-2 to D-1 were reviewed and the increases in density from
1980 also were discussed.
