02/12/1974 - City Council SpecialMinutes of Special Meeting of City Council City of Eagan, Dakota County, Minnesota February 12, 197+ A Special Meeting of the Eagan City Council was held at the City Hall on February 12, 197, at 7:00 p.m. All members were present. The meeting was called to discuss a proposed sewer and water rate study by the City Engineer. N1r. Rosene explained the project to the Council and stated that this study would be used to fulfill the Metropolitan Sewer Board request for the establishment of a sewer user charge. Upon motioh of Councilman Wachter, seconded by Councilman Smith, all members voting aye, it was RESOLVED that the Engineer be authorized to prepare a Secaer and Water Rate Study on an hourly basis and not to exceed one thousand dollars. The Clerk explained the mix up in the billing of 1973 taxes to Metram Properties on their property in Section 17 a.nd the request by Metram to abate the penalty and interest charges. Upon motion by Councilman Rydrych, seconded by Councilman Rahn, all members voting aye, it was RESOLVED that the Council recommend to the County Board~of Commissioners that the penalty and interest be abated. A letter from Luther Stalla,nd regarding park contributions in I~illandale Addition was reviewed. Upon motion of Mayor Polzin, seconded by Councilman Wachter, all members a6ting aye, except Councilman Rahn, who abstained, it was RESOLVED that the park contribution of ~~+0 per unit be accepted for all units in all five phases of Hillandale with the understanding that if some of these units are not constructed by May 1, 1979, that if requested, the City will rebate the 40 dollars per unit on the unbuilt units to the developer without interest It is further understood that if these units a.re then constructed at a later date, the developer would then pay the park dedication fee which is in effect a.t that time. The Mayor Polzin appointed Councilman Rydrych to serve on the Dakota County Law Enforcement Association, seconded by Councilman Smith, all members voting aye. Upon motion of Councilman Wachter, seconded by Councilman Rahn, all members voting aye, it was RESOLVED that Public Works Superintendent Branch be authorized to negotiate the sale of equipment from the old treatment plant with the approval of t~:e City Engineer. Planner John Voss e~:pla.ined his budget for the Land Use Guide and stated he would be able to finisz the project without exceeding this budget. Extra costs would be involved on an hourly basis for any appearance before the Metro Council or for any revisions to the Land Use Map. The Council next met with John Voss and members of the Land Use Guide Committee to discuss revisions to the Zoning Ordinance.
