09/29/1975 - City Council SpecialMINUTES OF A S~~Ii;CIAL i~~ETING OF' THE EAGAN CITY COUNCIL EAGAN, PlIINNESOTA September 29, 1975 A Special Meeting of the Eagan City Council was held on September 29, 1975 at 6:x+5 p.m. at the Eagzin City Hall. All members were present. Also present were F?olke, and Rosene. The P~layor announced that the special meeting was being held to review methods of assessing certain odd shaped parcels of land and other assess- ment problems inasmuch as it ha.d been impossible to obtain a quorum for an assessment committee meeting. Upon motion of Councilman Rahn, seconded by Councilman Smith, all members voting aye, it was RESOLVED that on Improvement 139 the Helminiak parcel, on Beau D' Rue Road the first 150f of frontage east of Cedar Avenue would be assessed as a regular triangular parcel at 2 the frontage or 75'. The balance of 65ot would be assessed as a regular commercial parcel on 100~b of the frontage for a toa.l assessed frontage of 725 for both streets and utilities. The Council next considered an equitable frontage to assess the Ronald Bruestle property on F'nglert Road. Upon motion of P~iayor Folzin, seconded by Councilman Smith, all members voting aye, it was RESOLVED that this parcel be assessed 200' for sewer on Englert Road and 100' for water on Pilot Knob Road. Conditional upon the dedication of an additional 42' of road right of way on Pilot Knob Road for road purposes, and further gvP+rion:°+- RESOL'J~"D that if road right of way is obtained the frontage for sewer lateral would be 2.50'. It was further voted that when water is installed on Englert Road this property would be assessed. up to 150' of additional frontage fo_r• water lateral at that time. The Sanitary sewer assessment on reau D' Rue Drive was next considered. Upon motion of Councilman Smith, seconded by Councilman Wachter, all members voting aye, it was RESOLVED that these utility line7Rs be designated as trunks and the standard cost of lateral benefit from sanitary sewer trunk and water main be assessed. Upon motion of Councilman ,•~'achter, seconded by Councilman Rahn, it was RESOLVED that the name of "Old Rahn Road" be changed to Gold Trail.
