Robert Rosene, Paul Hauge and Alyce Bolke were also present. Th8 Mayor convened the meeting and indicated the sole purpose of the meeting according to the notice was to meet jointly with the Park Committee and neighbor- ing residents in the area of the proposed Blackhawk Park i~rovements. A petition of adjoining owners had been submitted by Charles Knapton indicP- ting opposition to the park improvements at the last Council meeting. Councilman Wachter read a letter addressed to him as the Commission of Parks from persons who wish to withdraw their names from the petition in opposition t7 the park improvements. A questiosmaire had been distributed by the Park Coimri.tcae to 135 homes with 102 i~adividual responses reflecting 90 persons in favor of tY:p improvements indicating a strong majority in favor of the park pica. A petition providing for 183 signatures from 108 households in Cedar Grove ~r`8 in support of the park developasent plan was read by John Roszak with the names of the petitioners included. Barbara Schmidt indicated that the plea did not include a proposal for improvement of the entire park and Eldon tlugelen explained the proposal oa behalf of Urban Planning and Design, the designers of the improve- ments. Mr. Hugelen and P~1rs. Schmidt indicated that Park Comdtittee members would meet with residents in the area to discuss shrubs and planting that would be installed during installation. It was indicated that the path must be laid out on the site during construction acid will be directed as far away from the effected owners as possible. The plan is only a conceptual plan at this stage, Mr. Rydrych suggested that before the contract is maarded that the general -iw route of the path be determined. Rydrgch moved and U7achter seconded with all members voting in favor of a motion to authorize the Park Committee to proceed with the plans and specifications for the park and to brim the plans hack to the Council by the July 1st meeting for final approval.
