05/04/1976 - City Council Regular The value of recreation to the Health and Welfare of the individual Illir citizens of the City of Eagan and therefore to the community as a whole, has been recognized by your city officials and advisory committees for many years. Rapid changes in community attitudes regarding such matters as amounts of leisure time available, type of recreation activities preferred, affluence, attitudes toward physical fitness, and similar social values, present a direct challange for our community to plan ahead to meet present and future demands for flexible recreational activities. The fulfillment of recreational needs of our citizens enhances the quality of life in our community. The City Council is of the opinion that the community center facility will be the prime focus of our city effort to meet the recreational needs of the citizens of Eagan. The proposed facility will be centrally located near the present City Hall on lard already owned by our municipality. The variety of uses possible in the proposed facility offer a wide spectrum of recreational and social activities, thereby creating flexibility to meet future demands and needs. The use of bonded indebtedness to finance the structure allows the cost to be spread among the current population l‘vho will use the facility. The council hopes that Federal and State grants may be obtained 0y)-- for innovative use of energy sources to meet°buidi1ig`3requirements. Every effort towards conservation of enere,y and materials will be made. The council anticipates the proposed community center will attract future development, thus spreading the cost over greater assessed Valuations.
