A Special Meeting of the Eagan City Council was held on April 13, 1976 at
~'°00 p.m. at Eagan City Ball. All members were present. Also present were
P.osene, Bolle and flauge. The Special PTeetin~ was opened by P4ayor Pol.zin with
the Pledge of Allegiance.
DOG CATCHEP.. T°1r. Rice Tucker appeared at the request of the Council re~ard-
ing his application to serve as dog catcher for the City. After discussion,
upon motion by Polzin, seconded tdachter, .all members voting yea, it was RT:SOLVED
that Afr. Tucker be hired as the dog catcher for the City of Eagan on the normal
contract terms for that position.
BOYJD REFUPTDING PROPOSALS. Steve r:attson and James Olsen of Juran and r~Ioody,
Eagan fiscal consultants, appeared with several proposals for refunding four
Eagan bond issues. The Council discussed the bond attorneys opinion relative to
refunding bond issues of over $2,500,000, including the ~~indfall profit. Juran
and 'goody suggested First Plational Bank of St. Paul as the underwriter. r'Ir. Roger
Gabbert of Dain, Kalman & Quail, also representing Piper, Jaffray & Hopwood,
appeared and suggested an alternative refunding program, including six bond
issues. A detailed discussion took place concerning the refunding measures and
it was continued until the April 20th regular meeting.
PROJECT i~179 tidATER AREA ASSESSMENT IiEARIYdG. At Ss00 p.m. the T~layor convened
the public hearing concerning water area assessments consisting, of the first of
three hearings covering areas within the City which have not been assessed for
water area purposes. Roberc P.osene reviewed the history of the caater system in
the City of Eagan commencing in 1965 and the fact that in earlier years the water
oversizing assessments were charged in tY,e form of connection charges. It caas
suggested that the adoption of the assessment roll be held off until approximately

September 1st to relieve the property owners in the affected areas of the high
interest payments in the first year consisting of 1977. It was also suggested
that the property owners, however, would have the right to rrepay the assessment
to avoid interest. It was further stated that if a property owner desired to be
kept out of the assessment roll, that he send a written request to the City Coun-
cil for review by the assessment committee and recommendation to the Council.
A large number of owners were preesent and asked questions concerning the project.
The primary objection was the procedure of assessing each platted lot no matter
what its size as opposed to acreage on a per acre basis. The Mayor closed the
hearing at 9,10 p.m. and a determination decision on the project was delayed until
the next regular meeting.
PROJECT CONTRACT. The City Attorney submitted the contract for QRS
Construction Company consisting of water and sewer improvements to Lost Spur and
other areas, Project #169A, and upon motion by Smith, seconded Wachter, all men-
bers voting in favor, it was RESOLVED that the contract be approved and signed.
A request by the Minnesota Historical Society that the City install a tree
project for the Bicentennial Year was reviewed. Upon motion by Polzin, seconded
Wachter, all members voting in favor, it was ordered that a tree project be
planted at the City Hall site in commemoration of the Bicentennial Year.
PROJECT #137 CUANGE ORDER. Change Order Project #3 to the Zoo Trunk sanitary
sewer, consisting of Improvement Project #137 in the sum of $3,949.92, was upon
motion by Rahn, seconded Smith, all members voting in favor, approved.
The meeting adjourned at approximately 10:30 p.m.
