A Special ~Reeting of the Eagan City Council was held on
December 13,1976 at 7x00 P.M. at the Eagan City Hall. riembers
present were P7ayor Herb Polzin and City Council Members
Ted ~'Jachter, Jim Smith and Bill Rydrych. City Council
P~Tember Art Rahn was absent. Also present was City Admini-
strator Tom Hedges.
1977 Proposed Salary Schedule. A Special Meeting was
called by Mayor Herb Polzin to review the 1977 Salary Schedules
for all City employees with the exception of those employees
who are covered under contract with the PTinnesota Teamsters
Public and Lags Enforcement Union Local No. 320. A great
amount of concentration was given to salary and benefit
proposals that were presented to the City by the Eagan Police
Association. After considerable discussion and consideration
of all the bargaining points as detailed by the Association,
the City Administrator was directed to present counter proposals
for tine Dispatchers salaries, Sargeant, Team Leader and In-
vestigator pay requests and also a number of benefits as
presented in negotiations. After reviewing all the salary
requests it was generally agreed that a 7% increase would
be provided to most all city employees with the exception of
a few positions where a lower increase would be given due to
the position classification and in other situations a higher
increase would be provided because of more responsibilities
to a particular fob classification. The City Administrator

was directed to prepare a final salary schedule and present
it to the City Council at the next regular meeting.
Other Business. City Council P?ember Rydrych discussed
the present status of the Energy Committee's efforts which are
being directed toward securing natural gas hook ups within
the City of Eagan. Recently a letter was written to,F~eoples
Natural Gas Company by the City of Eagan requesting that
P•~iinne~;asco secure the gas service area in the City of Eagan
so that new gas hook ups are provided within 60 days. City
Council igember Rydrych stated that some alternative should
be considered if Peoples Natural Gas Company is not receptive
to the recommendation by the City of Eagan. A number of
possibilities were discussed by the City Council such as
cancelling the franchise, limiting the franchise or simply
not taking any action against Peoples Natural Gas Company and
their current policy to not allow any new gas hook ups in the
City of Eagan. City Council ?`Member Wachter stated that he
was in favor of creating a Development Commission for purposes
of advertising, planning and coordinating the physical devel-
opment in the City of Eagan. He further stated that it is
possible the Development Commission would explore other sources
of energy as well as advertise, promote and coordinate physi-•
cal development in the community. After further discussion
on the present natural gas situation it was recommended by
City Council ri~7ember Rydrych that the City Administrator be
directed to further study a set of objectives for the creation
of a Development Commission that could possibly absorb the
Energy Committee if such a commission is created in the next
several months.
