EAGAN, MMIESOTA
MARCH 29, 1977
A special meeting of the Ea~~an City Council was held on March 29,
1977 at 7:00 P.M. at the Eagan City Hall. Members present were Mayor
Herb Polzin and City Council Me'nbers Ted Wachter, Jim Smith, Bill Rydrych
and Art Rahn. Also present were the following members of the staff:
City Administrator Tom Hedges, Police Chief Abrtin DesLauriers, Building;
Inspector Dale Petersen and Fire Marshall Doug Reid.
Police Department Facility. A special meeting was called by 7Wor
Herb Polzin to consider a revised plan for the planned construction of
a new Police Department Building. City Council Ptrrber Wachter and City
Administrator Hedges gave a report on the sub committees findings which
include a recommendation to consider a two story building with a full
basement. It was explained that a full basement would provide storage
for the mechanical system and record keeping, the first story would
be the Police Department and the second story would be constructed for
the City Council Chamber and Administrative Offices. City Council Member
Wachter presented the finding of the sub committee relating to the heat
and air conditioning; system stating that a forced air system is less
expensive and provides an even constant temperature desirable for offices.
He also stated that pre-stress concrete was reviewed by the committee.
City Council Member Wachter reported that the committees recommendation
is to consider pre-stress concrete as an alternative for construction of
the new building. Jim Horne appeared, representing Horne Architects,
and discussed a number of concepts on the new buildinap, plans as discussed
by the sub committee. He stated that future expansion is one imortant
consideration and than discussed the advantages and disadvantages of a
forced air mechanical system and pre-stress concrete.

City Council Member Smith stated that a basement should be included
in the building plans and further if a full basement is desired for the
facility there should be consideration to eliminate the 20' x 80' addition.
After further discussion on the ccrrmittees findine;s Mayor Polzin
directed the City Administrator to research the cost of the entire
complex and in addition the various methods of financing the total
building complex.
The meeting was adjourned at 9:30 P.M.
