A regular meeting of the Eagan City Council was held on April 19, 1977 at

CTTy NALL SETTER SYSTEM. City Administrator Hedges reported on quotes fir
inst allIng improvements to the seepage pit and other sewer facilities for the City
Rall. The low bid was from Menzel Plumbing and Heating at $445 with Consolidated
P1z:sbin at $774. The staff recommended acceptance of the low bid and upon motio-n
by Wachter, seconded Rahn, all members voting in favor, it was RESOLoTSD th~,c pie

PATRICK EAGAN PAM', - Me-CARTHY HOUSE. There was discussion concerning the cost
c.f. ,-E:~nodeling the McCarthy House which is approximately 100 years old located i~z
•,iLr:'c2F Ep.gan Park. It was noted that the cost of remodeling may be $'3,000 to
54,000 and because of the remoteness of the house and the cost of upkeep, it
appeared imractical to remodel. There was concern about its historical value ana
upon motion by Polzin, seconded Rahn, all members voting in favor, it was RESCLVED
to continue the derision as to the disposition of the house until a later date.
POLICE DEPARrZfENT. Martin DesLauriers appeared.
Chief Des:Lauriers recommended that Jill Eichen be hired as a full-time
dispatcher and that the personnel budget for the Police Department would be
reviced to provide that only one additional part-time patrolman be adeed during
1977. Upon motion by Polzin, seconded Rahn, all members voting in favor, it was

tli.at access to Northview Park from Lexington Avenue including the acquisition of an
el ement from Lexington South, Inc. be examined. A preliminary cost estimate, was
recommended by the Park Committee. Upon motion by Rahn, s--conded 173chter, it. c-ai

PROF^.T #186 - STORM SEWER INPROVEIMITS. Mr. David Lindo appeared Informally
and in a detailed memorandum recommended the following regarding Inp. P.cjc:ct #186:
1. That the decision of the City Council ordering in Project #136
be reconsidered and reversed.
2. That an appointed independent Capital Improvements Evaluations
Committee be set up to review improvements of this nature.
3. That an independent Assessment Board be established.
That civil engineering consultant work be divided between
different consultants for design work and for engineering supervision.

City Attorney submitted a draft of a proposed amendment to Ordinance I). 52
primarily dealing with a revision in the framework of the Board of Adjuctmanis E
Appeals. There was discussion as to whether the Council should act as the Board
of AdJust° enta or the Planning Commission or a combination of the two and i•7hether
t.lia Board of Adjustments and Appeals should be a body that would f-inaiiy decide
--I-tis concerning variances, decisions of the City Administrator, etc. The

DOT - TRANSPORTATION ISSUE'S. The Council next reviewed a proposed rcwn±l ' of
the City of Eagan transportation issues prepared by the Administrator and City
Engineer. Wachter moved and Rydrych seconded a motion to forward the resume' to
the Department of Transportation with the exception of paragraph 6 which *ould
recommend that Cliff Road be acquired by the DOT as a part of the state h-~.,,-.,,bwqy
system in the future and that a priority listing for construction of Cadar
135E and 494 be included in the resume'. All members voted yes.
Mayor Polzin then moved and Rahn seconded a motion to appoint tae Adi-itnIst rotor
Thomms Hedges, as the official representative of the City of Eagan to the DOT for
,!.1. hway plan liason purposes.

ull members voting in favor, it was RESOLVED that the following pre:l-111:.^.ary reports

for May 17, 1.977 at 7 P.M. at the City Hall:

PR0,rSCT #202 _ COUITTY ROAD P32. Upon motion by Smith, seconded Riabuk, Z
members voting in favor, it was RESOLVED that the preliminary report for Imp. Projec.
#202 consisting of drainage and utility crossings for County Road #32 be and it
hereby is accepted and a public hearing be scheduled for May 3, 1977 at 7 P.M. at
the City Hall. Upon further motion duly made and seconded, it was MRSOLVED that
the preliminary report for Project #201 consisting of street improvements for Count-
Poad #32 by and it hereby is approved and accepted and that a public hearing on the
re'.)Or - held on May 3, 1977 at 7 P.M. at the City Hall.
PROTECT #177 - COU14TY ROAD 431. Upon motion by Smith, seconded Rahn, all
r.embers voting yea, it was RESOLVED that the preliminary report for Imp. Project
#177 cor_c:isting of storm drainage on County Road #31 be and it hereby is accepted
and approved.
[:TATER STORAGE FACILITY. A letter from Roger I:atzenmeier, the City Accountant,
dated April 2, 1977 regarding allocation and utility funds for designated purposes
was reviewed. There was discussion concerning setting up a designated fund for
borrowinn for small improvement projects and also discussion relating to future
water storage facility. Upon motion by Smith, seconded Rahn, all members voting
!n favor, it was RESOLVED that the City Engineer prepare a revised preliminary
report for water storage facility and trunk water main on Cliff Road and to report
back to the City Council. In addition, a special resolution for the designated
funds will also be prepared and returned to the Council for consideration.
ANTI-RECESSION FMMS. It was noted that a total of $3,984 was received by
the City for two quarters of 1976 in the form of anti-recession funds. Wachter
moved and Rahn seconded the motion to authorize that the funds be placed in the
general fund for supplementing existing general government salaries.
P 1SONNEL POLICY. Administrator Tom Hedges indicated that there will be
additional work to be done on the personnel policy and will be submitted at the
next meeting.

C : TY HALL OFFICE LAYOUT. Administrator Hedges review, 'sl;_::h the Cotta.^' ? a
proposal for revising the office layout for the City Tall including the recommenda-
tion of the acquisition of office dividers and a revised telephone system. Wachter
moved and Rydrych seconded the motion to authorize the purchase of up to 7 office
di~!iders and to proceed with the installation of a revised telephone system but
that the Administrator investigate the possibility of acquiring a private te.1.^phone
system for the City :all.
TiL:idE 1ST ADDITION - ASSESSMETTS. A letter from Carl Heine requesting a
20 year spread of special assessments for Heine 1st Addition was reviet:7?d. Pio acti(-:
was taken.
DOG WARDEN AGREEMENT. Upon motion by Rahn, seconded Smith, all menbers voting
yes, it was RESOLVED that the proposed agreement submitted by the City Administrator
hiring Cory Larsen as the Dog Darden be approved and ordered executed.
PROJECT #168 - CHANGE ORDER MO. 2. The City Clerk submitted a change crc'.er
in the sum of $6,900.25 as Change Order Yo. 2 to Project No. 168 consistiag of
storm sewer maintenance and water main break improvements. Upon motion by Smith
seconded Rahn, all members voting yes, it was RESOLVED that the Chanp,'e Order be
.,i proved.
EAGA3 CLEATS-UP The Mayor proclaimed the week of April 25th to April 30th
as the Clean-up Week for the City of Eagan.
WILDERNESS RUIN - THOMAS LAKE POPID EASMENT. There was a request from a home-
owner in Wilderness Run Addition asking that a ponding easement be dedicated and a
sight easement be dedicated covering the Thomas Lake area adjacent to t-;ilderness
Run Addition. It was noted that the sight easement does not appear to be necessary
but that it was recommended that a ponding easement be dedicated to the City
covering the Thomas Lake area East of Pilot Knob Road. The City Administrator was
requested to investigate the possibility of acquiring the pond easement oa Thomas
Lake.

ell-zinate metropolitan bus service where the fares are inadequate Taas discussed
by the Council. 1o action was taken.
UATER TI'EA^ M77T PLA'-1T ?F.AIRDIG. Councilman Smith recommended to the Council
that it schedule a hearin- concernin a water treatment plant for the City dis-
cussed about 2 years ago. The rnaineer and City Administrator were requested to
review the issue and report back to the Council.
GL'.,':?T.X LATE and TOI ER VIL?3 ROAD. The Public Works Committee report of April
15, 1577 was reviewed. The recormendation was made that Ouarry Lane and Tower Vieta
Road be accepted for maintenance by the Council and upon motion by tlachter, seconded
Polzin, all members votin^ yes, it was PESOLVED that Quarry Lane and Tower View
Road be accented by the City for maintenance purposes.
POLICE FACILITY. The Council again reviewed the proposed construction plans
for the police facility and it was generally agreed that the general directic-is and
plans should be firmed up as soon as possible. The subcommittee will review Had
report back its recommendations.
STATIFEITITTS. Upon motion by Polzin, seconded Rahn, all members voting yes,
