A special meeting of the Eagan City Council was held on June 27, 1977 at
7 P.M. The mayor convened the special meeting with all members present which was
called pursuant to notice regarding the upgrading of Pilot Knob Road from proposed
#494 Southerly to Yankee Doodle Road and related storm sewer improvements. The
hearings were divided into two portions including the highway improvements and the
storm sewer improvements. Also present were City Engineer Rosene, City Administrator
Hedges and City Attorney Paul H. Hauge.
DAYOTA COMITY HI(FVAY DEPARTMT HEARITTO. Mx. Robert Sandeen, the Dakota
County Iighway Engineer, and Gary Erickson, Assistant Engineer, apneared and reviewed
the proposed improvements to Pilot Knob Road from FAI 494 to Yankee Doodle Road.
Gary Erickson reviewed the specific layout of the route and explained that several
state afencies have reviewed and commented on the project to date. lie indicated
that plan approval is necessary from the City of Eagan and final plan approval by
the State of Minnesota Department of Transportation. He further discussed a
request by the City for an 8 foot trail on each side of the roadway and indicated
that curb and ;utter on both sides with blacktop surface would be included. The
right of way will be from 100 feet minimum to 185 feet plus some temporary slope
easements will be required during construction. There will be 7.3 acres additional
right of way required under the present plan from 11 separate ot•mers and the
estimated cost includin¢ the pedestrian ways is $575,000. The earliest construction
would be in May of 1973 and he indicated that federal funds have been requested on
at least two occasions but that it's not expected that federal funding will be
granted. The roadway will be 74 feet wide and there will be 13 feet on each side
including the 8 foot trail. No pedestrian archways are nlanned at the present time.
There were many questions from a large number of affected residents many
of whom were opposed to the project. It was noted that the County does not intend

to assess benefited property owners, but the City may assess under its present
powers benef itted owners along Pilot T:nob Road. There were questions concerning
whether the City Council would take into account the sarne considerations existing
on the proposed improvements to Cliff Road regarding assessments against abutting
property owners. A petition with 230 signatures opposing the storm sewer and highway
work was submitted and accepted by the Nayor. There was also discussion by people
present regarding a proposed request for an Environmental Assessment and Environ-
mental Impact Study and questions dealt with procedures for requesting such a study.
There were also suggestions that minor improvements be made on Pilot Knob Road and
also that the Council take into consideration a request for an EIS. The Mayor
permitted questions and discussion until 9:50 P.M. when he closed the County Road
hearing portion and declared a 10 minute recess.
CITY OF EAGAN LYPROVEHM, PROJECTS #177 & #200. The Mayor then convened the
public hearing at 10:10 P.M. regarding the Eagan Improvement Project 4200 consistinC
of Highway 431 improvements and Project 4177 consisting of storm sewer drainage
improvements on and adjacent to County Road #31. The City Engineer reviewed both
proposals. There were a large number of affected residents from Country Home
Heights and other areas adjacent to Highway #31 present and there was a review of
proposed assessments for a part of Country Home Heights affected and benefitted by
the proposed storm sewer. 11r. Rosene indicated that storm sewer has been installed
in County Road 431 and also some laterals serving adjacent property. The County
will pay for a portion of the storm drainage. Country 'Nome heights residents
generally strongly objected to the storm sewer improvements and proposed assessments.
Some residents in Country Home Heights insisted that the Council at an earlier
time determined that no storm secrage improvements would be installed in Country
Home Heights and Council members stated that the matter had simply been omitted
from an earlier project. Questions related to whether there was any contribution

to water drainage to the Country Home Heights area and also questions relating to
the need for storm sewage in the subdivision. The cost would be about $1100 for
an acre lot. Council members indicated that there had been some interest in
splitting lots in Country Home heights and therefore this would have affected the
storm sewage drainage in that area.
At 11:35 P.M. the ?Tayor closed the hearing with further consideration to be
made by the Council.
