10/26/1977 - City Council Special MINUTES OF A SPECIAL MEETING OF THE FArAN CITY COUNCIL EAGAN F MINNESOTA October 26, 1977 A special meeting of the Eagan City Council was held on October 26; 1977 at 5°15 P.M. The Mayor convened the special meeting with all members present to consider bids that were received for the construction of a new Police Department facility. Also present was City Administrator Hedges. Chief of Police DesLauriers and Building Inspector Peterson. POLICE DEPARTMENT BUILDINr, BIDS. The eight bids that were received for construction of the new Police Department building were read by the City Administrator. Mr. Jim Horne, representing Horne Architects Inc., appeared and stated that the apparent low bidder is Henry O. Mikkelson who submitted a base bid in the amount of. $437.500. He stated that the second low bid was Adolphson and Peterson in the amount of $452.200 and the third low bidder was Olson Concrete in the amount of $458,.400. Mr. Eorne explained that there was an error in the bidding of the fuel suFnly which is alternate number 9 by Henry 0. Mikkelson. He explained that the average bid for the fuel supply is $8000 $12,000 and Henry O. mikkelson bid was $1,400 wh,Lch is an obvious mistake in the bidding. It was discussed by the members of the City Council that either the City could install the tank or separate quotations could be received at a later date to consider installation of a fuel supply. There was also consideration by the City Council to whether alternate number 12 for basement heating and cooling and also alternate number 13 for the fire sprinkler should be included with the bids at this time. After discussion on the matter, it was generally agreed that installim the basement heating and cooling system and fire sprinkler would be a 10 26-77 cost savings to the City if the items are installed during initial construction. Per. Bruce P-likkelson, representing Henry O. Mikkelson, appeared and stated that he is ready to begin construction immediately and wculd not have a problem meeting the June 1. 1970 deadline that was stated in his bid to the City. After further consideration of the matter, and in a motion by City Council Member Rydrych: seconded by City Council Plember t9'achter, all members voting in favor, the base bid submitted by Henry Mikkelson to construct a new Police Department building in the amount of $437..500 was approved with the following alternates Alternate #2. South drive and parking $5;500 Alternate #2A, North drive and parking $4-500 Alternate t3, Toilet accessories $2,000 Alternate #4, Elevator casing - $3,,500 Alternate 05, Miscellaneous equipment - $950 Alternate #6, Lockers and coat racks c 3 , 00!1 Alternate #7, Kitchenette $2400 Alternate #8, Flag pole - $1,000 Alternate #10, Exterior lights - $4,000 Alternate #11, Humidifier $3.300 Alternate 012, Basement heating and cooling $12 500 Alternate 013, Fire sprinkler - $7,.000 The architect, Mr. Jim Horne, explained that there is a delay of one to two weeks before the contracts can be signed., therefore recomr~.endeO a letter of intent by the City so it is possible for the contractors to begin site excavation and the pouring of footings within the week.. After discussio9 the matter. the City Administrator was directed to write a letter of intent allowing, the contractor: Henry O. Mikkelson, to begin immediately on construction of the new Police Department building. After further discussion on the fuel supply system and in a motion by City Council Member Rydrych, seconded by City Council riember Smith, the City Administrator was directed to receive quotations on a new fuel supply system and present those quotations for further 10--26-77 consideration by the Council at a later date. Mr. Jim Horne also discussed the removal of black dirt on the site where the Police Department building is to be constructed. He stated that approximately 2,000 - 3,000 s(-.rnpre yards of black dirt will be removed by the contractor and it was recommended that this be stockpiled on City property for use at a later date, After discussion on the matter and in a motion by City Council PZember Smith, seconded by Mayor Polzin. all members voting in favor, the City Administrator and architect were directed. to negotiate a price per square yard for scraping and stockpiling the black dirt on the site where the new Police Department buileina is to be constructed. MASTER TOOL LOADING DOCK. City Administrator Hedges stated that the Planning Commission approved a variance for rlaster Tool and Die Inc. to allow a loading dock on their proposed building improvements on the northeast corner of the building. Ile stated that Ordinance 52.06. Subdivision 14B, states loading areas should not be Perr.?itted along the front side of a building. The City Administrator explained that the Planning,, Commission did recommend approval of the variance because of the building layout and also the location of the building as it is proposed for construction on the property. In a motion by City Council Member Rydrych, seconded by City Council Member Wachter: all members voting in favor the variance to Ordinance No. 52.06 Subdivision 14B as recommended by the Planning Commission for Master Tool and. Die Inc. to allow a loading dock to be located on the northeast corner of their proposed building was approved.. DATED 3
