MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
September 29, 1977
A special meeting of the Eagan City Council was held on
September 29, 1977 at 8:00 P.M. The Mayor convened the special
meeting with all members present which was called to consider the
final plans and specifications for the proposed new Police Department
facility. Also present was City Administrator Hedges and Chief of
Police DesLauriers.
POLICE DEPART14ENT BUILDING. Mr. Jim Horne, representing
Horne Architects, Inc., appeared and presented the final plans and
specifications for the proposed Police Department buildings The
electrical and mechanical engineers were also in attendance and
explained the plans and specifications as to how they relate to
heating and cooling systems and also electrical systems. City Council
Member Smith questioned the architect as to whether the architect
has a revised cost estimate for the proposed Police Department
building. The architect stated he did not have a cost estimate,
however, there were a number of changes made by the City Council
from the original set of plans and specifications and therefore, it
is anticipated that the cost will be higher than the original esti-
mate. After further discussion on the matter and in a motion by
Mayor Polzin, seconded by City Council Vember Rahn, all members
voting in favor, the plans and specifications for the new proposed
Police Department building were approved with alternates and a bid
opening date was set for October 25, 1977 at which time all bids
for the proposed Police Department building would be received.

1973 PROPOSED BUDGET. Police Chief DesLauriers presented a
number of items pertaining to the various projections for the
1978 Police Department Budget. There was considerable discussion
relating to the Police Department Budget pertaining specifically to
a request for additional manpower and also the size and type of
vehicles used for Police patroling.
