04/12/1978 - City Council Special MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA APRIL 12, 1978 A special meeting of the Eagan City Council was held on April 12, 1978 at 7 p.m. Those present were Mayor Murphy, Councilmen Egan, Parranto, Smith and Wachter. Also present were City Administrator Hedges, City Clerk Bolke, City Engineer Rosene and City Attorney Hauge. Mayor Murphy presided. AGENDA. After the Pledge of Allegiance, Smith moved and Wachter seconded a motion to approve the agenda as presented but to limit each speaker to five minutes and in the event that there is time after each person is given an oppor- tunity to speak, the same speaker may be permitted to speak a second time. All voted in favor. It was noted that the principal purpose of the meeting was to permit public discussion concerning the proposed location of an interchange on 1494 at either Trunk Highway #13 or Pilot Knob Road. TAPE RECORDER. There were no objections from Council members to the tape recording of the meeting and it was so ordered. PETITION. Neil Coates, 4605 Pilot Knob Road, submitted a petition signed by persons in opposition to an interchange at 1494 and Highway #13. It was accept- ed by the Mayor. In addition, Mayor Murphy accepted a list of names who had called the City Hall favoring the interchange at Pilot Knob Road and 1494. AD HOC ROADS COMMITTEE MEMBERS. Chairman John Klein of the Ad Hoc Roads Committee read the resolution of the committee, dated March 8, 1978, and adopted with the following vote: AYES: Kennedy, Taylor, Vogt, Carlson and Klein. NAYS: Harrison and Losinski. ABSTENTIONS: Fredlund and Abrahamson. Paul Taylor, 1515 Lone Oak Road, made a presentation in favor of the resolution. Joe Harrison, 2811 Beam Lane objected to Highway #13 not being updated years ago and recommended further study by Mtn/DOT at both Pilot Knob Road and Highway #13 proposed inter-' changes. Bob Losinski, 2899 Fairlawn Place, appeared in opposition to the Ad Hoc Roads Committee resolution and requested further investigation by MN/DOT. John 4-12-78 Klein supported the resolution and explained reasons for his support of the loca- tion at Pilot Knob Road. Arnold Carlson spoke in favor of the resolution. A statement from Vince Kennedy was read into the record supporting the resolution of the committee. Roger Fredlund, who had abstained on the resolution, indicated the logical location appeared to be Pilot Knob Road where it was originally planned. DISCUSSION FROM THE FLOOR. A large number of persons were present at the meeting presenting a number of different positions, including the need to upgrade Pilot Knob Road, the location of the interchange at Highway 413 and 1494, and location of the interchange at 1494 and Pilot Knob Road, and those who spoke in favor of interchanges at both locations. A list of the persons who spoke and their addresses is as follows: Mrs. Keith, 3140 Pilot Knob Road Sven Borgersen, Timberline Addition Bill Skaar, 1450 Highview Avenue Robert Erlandson, 2973 Pilot Knob Road Paul Dehler, 3106 Pilot Knob Road Rod Smith, 4280 Sequoia Ted Bolke, 1365 Deerwood Drive Tom Walsh, 1535 McCarthy Road Mrs. Schaumburg, 3960 Pilot Knob Road Karen Flood, 1518 _i,One Oak Road James Horne, 3850 Coronation Drive Jim DelGreco, 4243 Sequoia Carl Johnson, Fairlawn Avenue Joe Kellner, 1349 Quarry Road Jim Nicolai, 1504 Red Cedar Road Neil Coates, 4605 Pilot Knob Road Sheridan Buckley, 1480 McCarthy Road Paul Taylor, 1515 Lone Oak Road Bob Peterson, 1380 Wilderness Run Road Mrs. Bruestle, 3729 Pilot Knob Road Merrit Linzie of District 9 MN/DOT appeared and explained the MN/DOT study and stated that the following are anticipated freeway completion dates: 35E from 35W to Cedar Avenue, completion date 1981; 35E from Cedar to 110, completion date 1983; and 1494 to South St. Paul, completion date 1984. He stated the draft and final EIS statements are complete for 135E and the draft EIS and the public hear- ing have been completed for 1494. He discussed possible interchanges at 413 and Pilot Knob Road and indicated he did not expect that MN/DOT or the Federal Highway -2- 4-12-78 Administration would permit interchanges at both locations because the normal spac- ing requirement is one mile. Orville Johnson, the City Administrator of Mendota Heights, appeared and requested cooperation with the City of Eagan in working with Mendota Heights in making arrangements for completion of 1494. At 10 p.m. there were no further comments from the audience and the Council members were given an opportunity to express their views concerning the issues reviewed at the meeting. Councilman Egan reviewed five proposed factors for furthering investigation by MN/DOT and felt that the intended purpose of the Ad Hoc Roads Committee had not been fulfilled by the committee. He stated that no members of the committee live on Pilot Knob Road or Highway #13 and opposed the process of selection of the Ad Hoc Roads Committee members, indicating each was biased in his view concerning the issues. Councilman Parranto stated that he was leaning in favor of the Pilot Knob Road interchange, but would not object to a study concerning traffic issues. Councilman Smith stated that he leans toward the Pilot Knob Road interchange, but would support further study on traffic volumes projected on affected roads. Councilman Wachter stated that he would be interest- ed in information concerning impact on the industrial area on Highway #13. Councilman Egan moved that the City Administrator be directed to request from MN/DOT, the Dakota County Highway Department and the Eagan staff, a study into a thorough and complete analysis of projected traffic flow and traffic growth patterns with the following presumptions: a) that there be an interchange at Highway #13 and I494; and 2) that there be an interchange at Pilot Knob Road and 1494; further presuming: a) that Pilot Knob Road be upgraded to a two-lane road, and b) that Pilot Knob Road be upgraded to a four-lane road; further, that MN/DOT consider all streets, in its opinion, that are affected by the proposed inter- change locations and further, that MN/DOT provide data to the Council concerning the proposed traffic safety system. Smith seconded the motion. During discussion, Mr. Linzie indicated that the final EIS would not be held up even with further -3- 4-12•-78 study because a new location of the interchange could be inserted in the EIS at a later time. He stated that he expected the study could be complete by the Council meeting on June 6, 1978. A motion was made and seconded to cut off de- bate. AYES: Smith, Parranto and Wachter. NOS: Murphy and Egan. Vote on the main motion: YES - Wachter, Egan, Murphy, Parranto and Smith. NOS: None. Parranto then moved and Wachter seconded a motion, with all members voting yea, to request that Mr. Linzie prepare a letter directed to the City Council to ex- plain the problems concerning the location of the interchange at each of the pro- posed locations. BLACKHAWK ROAD SANITARY SEWER - PROJECT #222. City Engineer Rosene ex- plained a new alternative for providing sanitary sewer in the Blackhawk Road area concerning Project #222 to route the sanitary sewer Westerly along County Road 430 from Blackhawk Road. In addition, Councilman Wachter suggested that the study concerning sanitary sewage in Eagan Hills West 1st Addition include the Christ Lutheran Church property. Wachter moved and Parranto seconded a motion, with all members voting in favor, to authorize the Engineer to amend his plans and specifications to provide for the route of the sanitary sewer under Project 4222 to run Westerly from Blackhawk Road on County Road #30. Smith then moved and Wachter seconded a motion, with all members voting yea, to include in the study concerning sanitary sewage for Eagan Hills West 1st Addition, the Christ Lutheran Church property. SCHOOL SITE SELECTION COMMITTEE. Wachter moved and Parranto seconded a motion to include the following persons on the School Site Selection Committee; Karen Gits, MarJean Telke and Nan Ouren.
