08/23/1978 - City Council Special MINUTES OF A SPECIAL COUNCIL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA AUGUST 23, 1978 A special meeting of the Eagan City Council was held on August 23, 1978 at 7:00 p.m. at the City Hall pursuant to notice. Those present were Mayor Murphy and Council Members Wachter, Smith, Egan and Parranto. Also present was City Administrator Hedges. REZONING ELEMENTARY SCHOOL SITE. Mr. Lee Droegenmueller, Superintendent of Schools for Independent School District 196 appeared regarding the application of said school district to rezone 15 acres of property on proposed Thomas Lake Road in Section 28 from Planned Development District to Public Facility District. He stated that the proposed school facility will accomodate a maximum of 800 students with a cost of $2.25 million. City Administrator Hedges stated that the Planning Commission held a public hearing on August 22, 1978 and is recommending that the rezoning application be approved. After review, Smith moved and Parranto seconded the motion to accept the recommenda- tion of the Planning Commission to recommend the rezoning of 15 acres from Planned Development to Public Facility in Section 28 with the understanding that the 15 acre parcel will be platted at the time the developer of the surrounding area of Blackhawk Park PD plats that property. All members voted in favor. 1979 PROPOSED BUDGET. The City Administrator presented the 1979 proposed budget, including all departments and operations of the General Fund. A discussion was held concerning budget procedure and practices. Various departmental budgets were reviewed with no action taken and a future budget meeting was set for August 30, 1978. 8-23-78 MCCARTHY ROAD STORM SEWER. Council Member Wachter reported on storm water problems that have occurred to the Finnegan and Winkel properties that are located on McCarthy Road. After a brief discussion and in a motion by Council Member Wachter and Parranto seconded, the firm of Bonestroo, Rosene, Anderlik & Assoc. was directed to prepare a study on the apparent storm water problems on McCarthy Road generally described as the area at the intersection of Red Cedar Road. All members voted aye. Wacter moved and Parranto seconded the motion with all members voting aye to adjourn at 10:10 p.m. Dated: August 23, 1978 TLH City Clerk
