MINUTES OF A SPECIAL MEETING OF THE
EAGAN CITY COUNCIL
Eagan, Minnesota
April 4, 1995
A special meeting of the Eagan City Council was held on Tuesday, April 4, 1995 at 4:30 p.m. at the
Eagan Municipal Center. Present were Mayor Egan and Councilmembers Wachter, Awada, Masln and
Hunter. Also present were City Administrator Tom Hedges, Director of Public Works Tom Colbert, Assistant
City Engineer Mike Foertsch, and Superintendent of Streets and Equipment Arnie Erhart.
Public Works Director Colbert gave the history of the pavement management program. He noted
that Braun Intertec has modified a program developed by the Army Corp. of Engineers for cities to project
future maintenance of pavement and what type of repair Is best economically for the type of distress. He
noted that the first thing that needs to be done is to physically inspect the pavement, identify the type of
distress and rate its severity. He Introduced Darwin Dahigren and Kelly McGovern, of Braun Intertec, who
demonstrated their program and Its various features.
Councilmember Awada suggested that the costs estimated in this program be monitored over the
next couple of years to see how accurate they are compared to the feasibility reports, Indicating that
perhaps this program could be used to do feasibility reports.
Public Works Director Colbert reviewed the pavement management report, and how this program
can be used to project distress and develop repair strategies. He indicated he would like the Council to
determine to what pavement condition Index streets should be maintained at and how much the Council
wants to spend each year on pavement management. They will then use that information to spend those
dollars most efficiently.
Considerable discussion followed concerning how the figures for the uniform life cycle cost was
arrived at and its accuracy.
