08/02/1994 - City Council Special OO24 i MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL Eagan, Minnesota August 2, 1994 A Special City Council meeting was held on Tuesday, August 2, 1994 at 5:00 p.m. In the lunchroom of the Eagan Municipal Center. Those in attendance were Mayor Egan and City Councilmembers Awada, Hunter and Wachter. (Masin arrived at 5:12 p.m.) Also present were Director of Public Works Colbert, Director of Community Development Reichert, Craig Amundson and Tim Griffin of BRW, and Administrator Hedges. BRW PRESENTATION/SUBCOMMITTEE UPDATE ON 'DOWNTOWN' Craig Amundson and Tim Griffin of BRW, gave a short slide presentation on different downtown concepts explained various downtown planning principles. Some of the ideas they felt were important to Eagan's downtown concept Included Incorporating the existing wetlands, establishment of bikeways throughout and to the area, and the ring road concept. Some proposed concepts that were illustrated were main street, parkway, four corners, village green, town square and town center. The unique characteristics of each concept were explained and possible scenarios were proposed. Wachter expressed a concern about developing a north access onto 35E, noting it wasn't illustrated on the map. He Indicated he likes the concept of a tower, using the bell from the Municipal Center or possibly a clock, and the farm market concept. He feels the O'Neil farm could be used. A pedestrian bridge across Yankee Doodle Road was discussed, with staff opining that pedestrian crossings aren't used and would not be money well spent. Hunter stated he thinks the country motif with the village green concept would give it more of a country feel. After some discussion, the consensus of the Council was to incorporate some residential into the northeast section of the proposed downtown area; to tie the north and south sections together as much as possible; that incorporating the "park and ride' concept is important; and that a variety of large and small buildings should be incorporated into the area. The consultants Indicated they will further fine tune the concepts supported by the Council and bring back more detailed plans at a later date.
